ARMZ Uranium Holding Co. will finance the construction of the Tugan Mining and Processing Division

United Uranium Enterprises LLC (OUP LLC, part of the ARMZ Uranium Holding Company / Mining Division of Rosatom State Corporation) entered into an agreement with Tugansk Mining and Processing Plant Ilmenite JSC (TGOK Ilmenite JSC) on the construction of a mining and processing plant on the basis of the Tuganskoye placer titanium-zirconium deposit (Tomsk region).

The signing of the agreement took place during a joint visiting meeting of the management of ARMZ Uranium Holding Co. and JSC TGOK Ilmenite at the construction site of an enrichment plant 35 km from Tomsk. The document was signed by the Director for Business Development of ARMZ Uranium Holding Company - General Director of OOO OUP Ruslan Dimukhamedov, General Director of JSC TGOK Ilmenit Andrei Kabanov and the representative of the asset owners - Director of the Izurium Investment Fund Roman Mironchik.

The project will be the first full-scale production in the direction of rare and rare earth metals within the framework of the roadmap of the Russian Federation "Technologies of new materials and substances". Processing capacities will ensure stability, safety and security of supply of strategically important concentrates - zirconium, titanium and rutile-leucoxene for the needs of the State Atomic Energy Corporation Rosatom and other large Russian enterprises.

The construction of the first stage of the GOK is currently in the final stage, the physical start-up of production is scheduled for the IV quarter of 2021. LLC "OUP" within the framework of the agreement started financing JSC "TGOK" Ilmenit "with a limit of over 500 million rubles. The funds are directed to the completion of construction and installation work. This allows OUP LLC to receive 25% of the company's shares, with the right to further increase the share.

“Within the framework of the roadmap of the Russian Federation, Technologies of New Materials and Substances, ARMZ Uranium Holding Co. is responsible for the Rare and Rare Earth Metals business. They are necessary to meet the strategic needs of the state, in particular, defense and space developments. We must find options that will solve two problems at once: provide supplies to the domestic market and be profitable. One of the promising projects is the construction of the Tugan GOK. As a result, ROSATOM will receive the necessary zirconium and titanium concentrates, which are currently being imported from abroad. We are also negotiating with other potential consumers, ”Ruslan Dimukhamedov said.

“Our country has the richest natural resources, but the processing of rare earth ores is a complex and expensive process. The Tugan deposit of titanium-zirconium sands is the best of all similar deposits in Russia, ready for industrial development, has a well-developed infrastructure, logistics, technology has been developed. In addition to the main products - zirconium and titanium concentrates - the enterprise plans to produce a large amount of glass and fractionated sands. The support of the State Atomic Energy Corporation Rosatom makes it possible to expect that the future enterprise will become the most modern in terms of equipment, the most advanced in terms of technology, and will operate in accordance with the agreed construction schedule in the 4th quarter of 2021, "said Andrey Kabanov.

Currently, within the framework of the first stage of construction, the Yuzhno-Aleksandrovsky area of the Tugan deposit is being developed, and a GOK is being built to process 575 thousand tons of ore sands per year. In case of confirmation of demand for products, it is possible to create additional stages within the framework of the development of the Kuskovo-Shiryaevsky area in order to increase the production capacity to 6.9 million tons per year.
