Joint meeting of the committees and councils of the Chamber of Commerce and Industry of the Russian Federation on the topic of EPR

On September 23, 2025, a joint meeting of the committees and councils of the Chamber of Commerce and Industry of the Russian Federation will be held on the topic: "Issues related to changing the values of the basic rates of the environmental fee and the increasing coefficient to them within the framework of EPR".

Revision of the current rates of the environmental fee in the current socio-economic situation without deep justification, in the presence of a number of questions about the provisions of the current legislation from the business side, can seriously affect both the final cost of production and the investment programs of manufacturers of packaging and food products.

At the meeting, it is planned to constructively discuss the positions of business, federal executive authorities and prepare and send to the Government proposals to reduce the potential risks from the introduction of this rule.

Viktor Osipov, President of the Association StekloSouz of Russia, will take part in the joint meeting.

As part of the implementation of the decision of the heads of glass container factories dated January 16, 2024, the StekloSouz Association of Russia is conducting planned work with the Government of the Russian Federation, the PPC REO, relevant ministries and departments on the application of extended producer responsibility (EPR) for glass factories.

Including the organization of separate collection of glass waste, recognition of glass factories as recyclers, tariffs, standards, VAT and other areas necessary for the development of secondary raw materials production.
