Sanitary-epidemiological and hygienic requirements for building materials and products

The Association "StekloSouz" of Russia received information that, in accordance with the protocol of a written survey of members of the subcommittee on technical regulation, the application of sanitary, veterinary and sanitary and phytosanitary measures of the Government Commission on Economic Development and Integration dated December 13, 2021 No. 2, in the Russian Federation, the body authorized to develop a draft technical regulation of the Eurasian Economic Union "On the safety of building materials and products" (hereinafter referred to as the Technical Regulations) is determined by the Ministry of Construction of Russia.

The Federal Autonomous Institution "Federal Center for Regulation, Standardization and Technical Conformity Assessment in Construction" (FAU "FCS"), on behalf of the Ministry of Construction of Russia, is working on the formation of a draft Technical Regulation.

The development of the draft Technical Regulations is carried out in accordance with the Work Schedule for the preparation of the draft technical regulation of the Eurasian Economic Union "On the safety of building materials and products", approved by the decision of the Deputy Minister of Construction and Housing and Communal Services of the Russian Federation S.G. Muzychenko dated May 25, 2022 No. 9-P / 08 (hereinafter referred to as the Schedule).

As amended by the draft Technical Regulations in accordance with Article 57 of the Treaty on the Eurasian Economic Union and paragraph 13 of the Decision of the Council of the Eurasian Economic Commission dated June 20, 2012 No. 48 “On the Procedure for the Development, Adoption, Amendment and Cancellation of the Technical Regulations of the Eurasian Economic Union”, Appendix 8 has been prepared "Sanitary-epidemiological and hygienic requirements for building materials and products" in accordance with the comments and suggestions received from representatives of the Republic of Kazakhstan and the Republic of Belarus.

In accordance with the decision of the Drafting Group of June 19, 2023 and the resolution of the II International Conference "Draft Technical Regulation of the EAEU "On the Safety of Building Materials and Products". Confirmation of suitability of building materials and products” dated July 04, 2023 on the adjustment of Appendix 8 “Sanitary-epidemiological and hygienic requirements for building materials and products” to the draft Technical Regulations, a revised version of the application has been prepared.

In connection with the foregoing, we ask you to consider Appendix 8 for the sufficiency of controlled indicators and standards (maximum permissible concentrations) (MAC) by type of product, as well as analyze the sufficiency of controlled types of products and products for which state registration certificates (SGR) are issued in accordance with EEC Decision No. 299.
