Russian environmental operator will reimburse the costs of utilizers in 2023

The decree was signed by Prime Minister Mikhail Mishustin. The money will be provided from the environmental levy starting in 2023. Now the Russian environmental operator will have to determine the procedure for bringing the funds.

“From 2023, waste disposers from the use of goods, who have confirmed the actual disposal, can count on financial support. The rules under which the financial support of the PPC will be provided will be approved by the Supervisory Board of the company in the near future. The REO is faced with the task of providing reimbursement for the costs of waste disposal in 2023, which will be recycled in 2022. That is, in 2023 we give out money for the utilized volume of 2022. Within the framework of the federal project "Integrated System for the Management of MSW", funds for the environmental collection will be allocated for financial support to disposers. The adoption of the resolution is the first step of the Government of the Russian Federation to restore order in the industry, which, if not eradicated, then significantly reduces the possibility of underestimating the cost of disposal services below the established eco-fee rates,” said Denis Butsaev, General Director of the PPK REO.

In order to receive compensation, the disposer will have to submit to the PPC REO a package of documents confirming the actual processing of waste. The list of documents and the procedure for assessing the reliability of information will be approved by the Russian Environmental Operator.

“Now the recyclers receive a part of the amount from the established amount for the services rendered and are not able to compensate for the costs of production processes. This does not lead to actual disposal, but to the “purchase” of a disposal certificate. Having the opportunity to recover the costs incurred at the rate of the environmental fee, the recyclers will not agree to significantly underestimated costs. In addition, for potential investors in recycling enterprises, the construction of business processes will become clearer,” said Igor Zabralov, Director for Sustainable Development of the Russian Environmental Operator.

It will be possible to contact the REO and report on the volume of waste disposed of in 2022 to disposers from 2023. Applications from utilizers that are not included in the register of the PPC REO will not be considered. Compensation will be provided for the utilized volume at the rate of eco-fee for certain groups of goods.

Earlier, Deputy Prime Minister Victoria Abramchenko clarified what the environmental collection funds could be spent on - for the construction and reconstruction of facilities that are necessary for waste management activities, the purchase of containers for the separate collection of municipal solid waste, as well as reimbursement to disposers of their disposal costs. . According to the head of the REO, about 36 thousand people work in the industry for the disposal of waste from the use of goods.

The Association StekloSouz of Russia systematically sends proposals to the Government, the Ministry of Natural Resources and Ecology of the Russian Federation, the Russian Environmental Operator (PPK REO) and other interested organizations on the implementation of the Concept of Extended Responsibility of Producers and Importers of Goods and Packaging (ERP).
