In Russia, 15 glass recycling companies have confirmed their capacities and entered the register of recyclers within the framework of extended producer responsibility. Inclusion of companies in the list allows us to confirm their production capacities and readiness to comply with waste recycling standards.
The total capacity of these 15 plants is 1.3 million tons per year, while about 4.1 million tons of glass waste is generated annually in the country.
“At the moment, we have the capacity to process a third of the volume of such waste. That is, this is a very promising direction,” noted Irina Tarasova, General Director of the REO PPC. “The inclusion of new processors in the register is an important step towards the formation of a closed-loop economy in Russia.”
According to REO, one plant from the register produces foam glass – a heat-insulating material, the rest produce glass containers.

The Association "StekloSouz" of Russia includes companies that are processors of secondary raw materials and carry out activities on the collection, transportation, processing, recycling of waste and have all the capabilities to ensure compliance with recycling standards for individual groups of goods/packaging (for example, group No. 28 "Hollow glass", No. 52 "Glass packaging" or No. 25 "Bent and processed sheet glass"). Thus, these companies help manufacturers of goods to reduce the cost of paying the environmental fee by at least 2 times.
As part of the implementation of the decision of the heads of glass container factories dated January 16, 2024, the StekloSoyuz Association of Russia continues to work with the Government of the Russian Federation, the PPC REO, relevant ministries and departments on the application of extended producer responsibility (EPR) for glass factories.
Including the organization of separate collection of glass waste, recognition of glass factories as recyclers, tariffs, standards, VAT and other areas necessary for the development of secondary raw materials production.
