Expanded meeting of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights on the topic of EPR with the participation of the Association «StekloSouz» of Russia

Dear Colleagues!

On June 17, 2021, the Standing Commission on Environmental Rights of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights held an expanded meeting on the topic “Implementation of the Concept of Extended Responsibility of Producers and Importers of Goods and Packaging in Russia as a Tool for the Successful Implementation of Environmental Rights of Citizens and the Implementation of Goals national project "Ecology" ".

The extended session was opened by Valery Fadeev, Adviser to the President of the Russian Federation, Chairman of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights, and Viktoria Abramchenko, Deputy Prime Minister of the Russian Federation.

Representatives of specialized federal executive bodies, expert and public organizations were invited to participate in the meeting.

The StekloSouz Association of Russia at this event was represented by President Viktor Osipov.

He made suggestions:

• Glass containers are a construction (semi-finished product) for packaging, which is initially devoid of any product labels, corks and lids and is not subject to environmental collection.

• In the Federal Law of 24.06.1998 No. 89-FZ "On production and consumption waste" to specify the terms "waste treatment" and "waste disposal" in such a way that "recycling" as a process is a mandatory reuse of waste, that have undergone preliminary "processing" in the technological cycle of the production of goods (for example, new packaging).

• When determining the criteria for inclusion of organizations in the Registry of utilizers (including information on capacities) by the type of waste "glass container", establish one of them (mandatory) if the enterprise (property or lease) has a glass furnace and qualified specialists in the field of glassmaking.
