Dear colleagues!

04/28/2022 a meeting of the Interdepartmental Working Group (WG) "Glass" under the Ministry of Natural Resources of Russia was held with the participation of the heads of the committee on ecology of the Association "StekloSouz" of Russia - members of the interdepartmental WG Alexey Savin, chairman of the committee and Sergey Lukyantsev, deputy chairman.

As you know, the interdepartmental WG was approved by the Order of the Ministry of Natural Resources of Russia.

The main goal of the meeting is the implementation of the draft law, reflected in the Concept for Improving the Institute of Extended Responsibility for Producers and Importers of Goods and Packaging (ERP), approved by the Government of the Russian Federation on December 28, 2020, and agreeing on the draft GLASS Roadmap to implement the bill.

The following issues were considered and discussed at the meeting:

1. The status of the UTILIZER in the adopted ERP concept;

2. Features of organizing the collection of glass containers and organizing the processing of cullet on the territory of the Russian Federation.

3. Approval of additions and adjustments in DC "GLASS".

Specialists of "StekloSouz" of Russia made proposals from the Association.

Meeting results:

1. The issue of the UTILIZER status is being worked out in the new Federal Law on "Secondary Material Resources" (SMR), which is currently undergoing legal examination and elaboration in the Office of the Government of the Russian Federation. UTILIZER can be enterprises that have at their disposal equipment for the processing of cullet in accordance with GOST.

2. Enterprises that have received the status of UTILIZER, thanks to the received EPR subsidies, will be stimulated to expand the responsible approach to selective waste collection, including glass.

It was also noted that it is necessary to introduce a full-fledged Concept for improving the RPR institution, approved by the Government of the Russian Federation in December 2020, from January 01, 2022, and to prevent delaying the adoption of regulatory legal acts aimed at creating and developing a waste management system in Russia .

3. On the need to stimulate UTILIZERS who send prepared cullet to the glass industry (glass factories) following the principle of a circular economy.

4. To introduce an addition to the legislation on the application of the concept of CONTAINER for RSO (separate collection of waste). In order to share responsibility for organizing a selective collection.

5. On the need to consider possible support measures from the Government of the Russian Federation for the development of cullet processing infrastructure in accordance with GOST.
