Promotion of ENN Technology

The StekloSouz Association of Russia, within the framework of the Glass Industry Development Program, took part in an expanded meeting within the framework of the signing of a trilateral agreement on cooperation between the Union of APK Vozrozhdenie, the Electronic Trading Platform of the Gazprombank Group and the National Fund for Legal Support of Organizations and Citizens.

Earlier, Viktor Osipov, President of StekloSouz, signed an appeal addressed to the Prosecutor General of the Russian Federation with a request to clarify the new Federal Laws:

- Federal Law No. 247-FZ of July 31, 2020 "On mandatory requirements in the Russian Federation";

- Federal Law No. 248-FZ of July 31, 2020 "On State Control (Supervision) and Municipal Control in the Russian Federation."

At present, the Ministry of Economic Development of Russia is dealing with this issue of preparing comments. Heads of departments and committees of "StekloSoyuz" work with this department to bring the current legal framework in line with the legislation. Federal law should not prejudice the production activities of glass factories.

At the same time, a lot of work is being done with interested Associations and Banks.

In order to develop cooperation, Nikolai Talakuev, Head of the Department of Technical Regulation and Quality Control of the Association "StekloSouz" of Russia, took part in an extended meeting of stakeholders.

On December 1, 2021, at the office of the ETP GPB, a trilateral agreement on cooperation was signed between the Union of APK Vozrozhdenie, the Electronic Trading Platform of the Gazprombank Group and the National Fund for Legal Support of Organizations and Citizens.

The purpose of the agreement is to interact in promoting the ENN Technology, approbation of the results in the constituent entities of the Russian Federation and key industries with the subsequent implementation of the ENN Technology as a normative one in the Russian Federation, the implementation of the Federal Law of July 31, 2021, No. 248-FZ "On State Control (Supervision ) and municipal control in the Russian Federation ”.

The lack of preventive measures for the negative impact on the environment leads to the lack of the required forecast of accidents and emergencies at the enterprises of our country, as a result of more frequent accidents and disasters. It is necessary to put into practice corrective and preventive measures to avoid such situations.

On July 1, 2021, two laws came into force that are important for enterprises of the Russian Federation that have a negative impact on the environment and have potential risks of harm to health and life of people: No. 247-FZ "On mandatory requirements in the Russian Federation" dated July 31, 2020 . and No. 248-ФЗ "On state control (supervision) and municipal control in the Russian Federation" dated July 31, 2020. For the first time, two laws simultaneously introduce criteria for assessing the good faith of a controlled entity in the form of a Certificate of Conformity of a voluntary certification system, which confirms the increased required level of security of legally protected values.

In the Russian Federation, this Certificate is issued by Certification Bodies authorized by the Central Authority of the System (ROSS RU.Z781.04OVS0).

The voluntary certification system has high-precision measuring instruments, and allows, when conducting voluntary certification, controlled business entities to establish a matrix of multidimensional risk-based factor analysis of risk sources, risk profiles, determine the spectrum of undesirable events, risk of harm, assess the severity of harm, assess the likelihood of negative events.

According to the requirements of the legislation of the Russian Federation, the matrix takes into account risk indicators per unit of output, per volume of products, per plant load, in addition, the matrix registers the reliability of documentary evidence of a reduction in greenhouse gas emissions when using the Carbon Border Adjustment Mechanism (CBAM) to reduce carbon tax when exporting products to EU countries, etc.

Taking into account the fact that in order to collect data from controlled entities and form a matrix, up-to-date and reliable information about the enterprise, regulatory documents, product units, volume of manufactured products is required, a practical need arose to integrate the data obtained as a result of voluntary certification with a digital industrial platform ENN technology developed by ETP GPB.
