The Ministry of Natural Resources proposes to reduce the environmental tax rate for companies from 1 to 0.5 in 2024 to make the transition to the new extended producer responsibility mechanism smoother. This was reported by the press service of the Ministry of Natural Resources.
From January 1, 2024, an updated EPR system will begin operating in Russia, the essence of which is to encourage manufacturers and importers to independently dispose of waste from the use of goods and produce “eco-friendly” goods and packaging, that is, those that can be recycled, and they will end their life will not be buried at the landfill.
The law assumes the emergence of full responsibility, that is, the obligation of 100% recycling of packaging for its manufacturers and importers in 2027. The increase in recycling standards will be gradual: in 2025 - 55%, in 2026 - 75%, and in 2027 already 100%.
If a manufacturer or importer evades self-disposal and shifts its responsibility for this to the state, in this case it will be necessary to pay an environmental fee. One of the first issues of the meeting was the rates of environmental fees.
“The director of the department of state policy and regulation in the field of industrial and consumer waste management, Andrei Fedotovsky, said that the ministry, at the initiative of companies, proposed to adjust the initially proposed criteria for the coefficient of the eco-fee rate. At the same time, the business community agreed to monitor the enforcement of environmental coefficients,” it says in the message.
As noted in the message, initially the base coefficient was set at one, but a proposal was received from business to make the transition smoother - to set a coefficient of 0.5 for 2024.
“The government, for its part, supported this initiative, so appropriate adjustments have been made - for 2024 the increasing coefficient will not be one, but 0.5,” Fedotovsky emphasized.
The Deputy Head of the Russian Ministry of Natural Resources emphasized that one of the key tasks of EPR is to increase the demand for secondary raw materials, reduce the involvement of primary raw materials in packaging production, and also encourage companies to recycle themselves.
Sustainable Development Advisor at Siberian Glass Irina Baibarovich said that for two years the company has been preparing to introduce EPR in the country. As a result, by 2024 they are ready to meet the entire recycling standard and not pay environmental fees.
“We have worked very closely with the ministry for two years. We have an understanding and we perceive the EPR positively. Our economists have calculated that in 2024 we should recycle 50% and, apparently, we will not pay the environmental fee, because as of December 2023 year we show the result: in new packaging, in new glass containers, we already use 50% cullet for a brown bottle and somewhere around 30% for a transparent one. Next year, we set standards for ourselves to increase the use of recycled resources in a brown bottle to 80%. If we talk about the rise in packaging costs, the prices for glass containers will probably be raised by those manufacturers who have not prepared for EPR,” she commented.
Also during the discussion, the topic of choosing recyclers was touched upon: in order to exclude unscrupulous participants from the system, the law provides for the creation of a special register.
