On June 14, 2024, the Ministry of Natural Resources and Ecology of the Russian Federation (Ministry of Natural Resources and Environment of Russia) held a scheduled meeting with the heads of specialized committees and departments of the Association "StekloSouz" of Russia (SSR).
Issues of implementation of decisions of meetings of heads of glass factories on May 15 and June 4, 2024 were discussed.
The day before, consultations were held with the leadership of the Russian Ministry of Natural Resources on EPR issues.
As is known, extended producer responsibility (EPR) is assigned to glass factories.
Regulatory acts of the Government of the Russian Federation do not take into account the specifics of the production of glass products, including the volume of consumption of raw materials from cullet in re-melting. They contradict the technological capabilities of factories and do not take into account the chemical composition and characteristics of glass melting of finished products, as well as factors affecting the quality of glass products.
At the same time, glass factories were faced with facts that made it difficult to enter the register of recyclers of recycled materials. These circumstances force us to make expert opinions in an evidentiary format, showing the need to make changes to the current legislation.
An expert opinion has been prepared and sent to the relevant ministries for further work.
The main issue of using secondary raw materials in production has not been resolved, namely the organization by government agencies of separate collection of secondary resources.
The leaders of the Russian Association "StekloSouz" adopted a number of changes, including continuing systematic consultations with the Russian Ministry of Natural Resources.
