It was attended by heads of authorities, deputies, representatives of science, heads of agricultural and industrial enterprises, bakeries, agricultural enterprises and others.
Anticipating the discussion, the Prime Minister noted that this industry is strategic for the republic and it is entrusted with the functions of ensuring food security.
“Given the current geopolitical challenges that Russia is facing, the role and place of agriculture is increasing significantly. At the same time, the attention of the country's leadership to the issue of solving the problems of food supply is also growing.
Today, Dagestan occupies a leading position in the production of vegetables - 2nd place in the Russian Federation, which is 10.61% and 1st place in the North Caucasus Federal District - 62.38%, and in the production of fruits 3rd place in the Russian Federation and 2nd place in the North Caucasus Federal District. At the same time, only a small percentage is recycled. Therefore, along with the development of the raw material base of the industry, it is also necessary to develop the processing sector in parallel,” he stressed.
In his speech, the Prime Minister also spoke about the achievements in the processing industry and what remains to be done.
So, it was announced that in the southern part of the republic the enterprise "Shirvan" of the village. Beligi, which produced 5 mub of products in 2022. It is planned to put into operation the processing enterprise "Khazar", the construction of the agro-logistic center LLC "Polosa" is planned.
In addition, it is necessary to establish production at JSC "Kikuninsky Cannery" in the largest and most modern enterprise for the production of canned fruits and vegetables, located in the mountainous zone of the republic. In addition to fruit and vegetable processing enterprises, it is planned to build meat and poultry processing plants, such as Dagmyaso LLC in the Kizilyurt region and Guney LLC.
“The indicated indicators should not reassure us, we have something to work on. The agrarian sector of the republic has a huge potential, as evidenced by the volume of agricultural production in the Soviet period. Therefore, our strategic task is to maximize the potential of the industry,” said the head of the Cabinet.
Abdumuslimov also noted good indicators for grape processing.
“Out of 268 thousand tons of grapes harvested this year, 188 thousand tons were shipped for processing, which is 68%. Compared to 2021, 25.47 thousand tons more were processed.
Among the major processors in Dagestan, one can single out: Kizlyar Brandy Factory JSC, Derbent Sparkling Wine Factory JSC, Derbent Wine and Cognac Plant LLC, VKZ Izberbashsky CJSC, Derbent Brandy Factory JSC, Derbent Wine Company LLC ", he listed.
The head of the Cabinet drew attention to the problems of the industry. According to him, food production in the republic lags behind the real needs of the population, which leads to the insecurity of the domestic food market with products of its own production.
The Minister of Agriculture and Food of the Republic of Dagestan Mukhtarbiy Adzhekov spoke in more detail about the main directions of agricultural production, indicating the key problems and ways to solve them.
According to him, today 120 medium, small and micro-enterprises of the food and processing industry operate in the republic, including the production of bread and bakery products, as well as the production of soft drinks and bottling of packaged water.
“The processing of fruit and vegetable raw materials and the production of canned products, such as mashed potatoes, concentrates, juices and nectars in 2022, was carried out by 10 enterprises in 6 districts and 2 cities of the republic.
According to preliminary data, 2,466 tons of fruit and vegetable raw materials were processed in 2022, which is 68.4% more than in 2021, including: fruits - 2,201 tons, vegetables - 265 tons. In 2022, the expected volume of production of canned fruits and vegetables is 24.9 mub, which is 118.6 percent compared to 2021,” Adzhekov stated.
As announced, the volume of shipped goods of own production, work performed and services for the production of food products, including drinks, has grown by 164% since 2016 and amounted to 23.4 billion rubles in 2022.
“The increase in the production of processed products was facilitated by the implementation of investment projects that ensured the commissioning of new and technological modernization of existing production facilities.
About 900 million rubles of extra-budgetary funds were invested in the implementation of projects in the field of processing in 2021-2022 alone, including more than 540 million rubles for the purchase of technological equipment. The commissioning of new capacities for processing agricultural products made it possible to create 52 additional jobs in 2021-2022, 11 of them are high-tech," said Adzhekov.
An additional factor stimulating the attraction of off-budget investments, according to the minister, are the state support measures provided for by the state program of the Republic of Dagestan "Development of agriculture and regulation of agricultural products, raw materials and food markets."
In 2022, state support was provided in the amount of 75 million rubles to facilitate the implementation of 10 investment projects aimed at creating new and technological modernization of existing capacities for processing agricultural products.
“In 2023, it is planned to complete the implementation of a number of ongoing and new investment projects. We are talking, among other things, about A/F Areshevka LLC of the Kizlyarsky district - the construction of a rice processing plant with a capacity of 5 tons / hour, the estimated cost of the project is 60 million rubles, DagMyaso LLC - a project for the construction of a full-cycle meat processing plant in the Kizilyurtovsky district. The estimated cost of construction of the 1st stage is 1423.3 million rubles. (in Q3 2022 prices including VAT), Kizlyaragrokompleks JSC of Kizlyarsky district – technological modernization of milk processing production and construction of a slaughterhouse. The total cost of the projects is 68,000.0 million rubles, etc.,” the head of the Ministry of Agriculture and Food reported.
Continuing the topic, the Minister of Industry and Trade of the Republic of Dagestan, Nizam Khalilov, added that the food and processing industries of the republic are structure-forming areas of activity, which accounted for more than 32% of the total volume of shipped goods in Dagestan in 11 months of 2022.
“For the needs of the food and processing industries of the republic, enterprises produce a number of products. Thus, "Dagestan Steklo Container" produces glass containers for the needs of the canning and food industries. The plant's products are supplied to the regions of Russia and the CIS countries. In 2022, the volume of production of glass containers and glass jars amounted to 174 million pieces for the amount of 1.3 billion rubles, in 2021 169 million pieces for the amount of 1.1 billion rubles. In the republic, the main buyer of products is the Deneb soft drinks plant - 18 million units, Mever LLC - 700 thousand units, Ambre Botlikh cannery - 1 million units, Nika-S LLC - 2, 9 million pieces,” he said.
Khalilov during the report stressed that a number of enterprises operate in Dagestan that can manufacture agricultural machinery. For example, at the Dagdiesel plant it is possible to produce rotary plows, rice hullers, beaters and dough-mixing machines, and at the Buynak aggregate plant - various machines for caring for crops, harvesting, etc.
“FAVAZ, a resident of our industrial park since 2018, produces disc separators for milk. The volume of production for 2022 amounted to 140 separators in the amount of 70.0 million rubles. Products are supplied to Azerbaijan, Armenia, Kazakhstan, Uzbekistan, Kyrgyzstan, Mongolia, Guatemala. Priority directions are Iran, countries of Africa and Latin America.
Also, one of the manufacturers of separators for the needs of the agro-industrial complex, CJSC Separator, increased production by 25% in 2022 - 50 separators in the amount of 74 million rubles," the minister said.
After Khalilov's report, the floor was given to the heads of investment projects in the processing industry, which are being implemented on the territory of the republic, they spoke about the problems, results achieved and goals facing them.
According to Sergey Vinogradov, the head of the investment project at Guney LLC, the purpose of the poultry farm is to satisfy the needs of the inhabitants of the Republic of Dagestan with high-quality chicken products.
When growing poultry, they use only plant components and completely abandoned the use of antibiotics.
“This makes our products cleaner and safer for the end consumer. According to our calculations, the demand for chicken products in the Dagestan market is 65 thousand tons per year. And Guney LLC produced 4.7 thousand tons of chicken products in 2022.
We intend to increase this share, develop and displace imported products that come to our republic from other regions. The plan for 2023 is to produce 5 thousand tons. At the same time, the share of sales of our products in the Republic of Dagestan is only 7.5%,” Vinogradov said.
Vinogradov said that the poultry farm was built from scratch according to the most modern international standards. The factory provides jobs for 150 people. The average salary for the enterprise is 34 thousand rubles, and the total wage fund in 2022 is 64 million rubles. At the same time, taxes in the amount of 28.2 million rubles were paid for 2022, including 8.3 million rubles for personal income tax, contributions to the Pension Fund of Russia 9.2 million rubles, the Compulsory Medical Insurance Fund 3.2 million rubles and the FSS 1.1 million rubles. VAT paid 6.2 million rubles.
During the meeting, it was also announced that in the spring of this year they plan to lay the first stone in the foundation of a large meat processing enterprise with a complete cycle "Dagmyaso". The founder of Dagmyaso LLC is Dagestan Development Corporation JSC, a development institution with 100% state capital of the Republic of Dagestan.
The company plans to launch the production and sale of meat products under its own brand with a design capacity of about 700 heads of small and 50 head of cattle per shift.
It will produce chilled and frozen meat (beef, lamb), butchered and vacuum-packed meat, sausages and canned goods, processed intestinal raw materials, dry food for cats and dogs, it is also planned to establish primary processing of hides and leather production.
Recall that the initiator of the construction of the enterprise is the Chairman of the Government of the Republic of Dagestan Abdulmuslim Abdulmuslimov.
Summing up the results of the meeting, the Prime Minister instructed to work out the issues of creating and supporting processing enterprises and stressed that this would create additional jobs and significantly increase tax deductions through the production of high value-added products.
