The HRC previously sent recommendations to the Ministry of Industry and Trade and other federal agencies following a special meeting on the subject of “Ensuring the environmental rights of citizens when handling wastes”.
"Speaking about the refusal of European countries to incinerate waste, it is important to note that Moscow is the largest city in Europe in terms of population. Its number, taking into account the Moscow region, is more than 20 million people," the Ministry of Industry and Trade said in a response.
In this regard, explained in the department, the volume of generated municipal solid waste in the region "will exceed the desired volume for disposal". "Currently, incineration is the most effective way to reduce waste," the letter says.
"As regards the construction of five incineration plants with electricity generation in the Moscow region and the Republic of Tatarstan, we note that these projects are being implemented due to the critical situation in the garbage issue in these regions," the document says. At the same time, the Ministry of Industry and Trade agrees with the regions" ability to implement alternative methods of waste disposal. Also, the ministry called incinerators a necessary measure for the "critical" regions.
