The "garbage" reform is intensifying in Russia - the government has presented new rules regarding the handling of municipal solid waste (MSW). These measures are aimed at improving transparency in this area and creating a full-fledged system for sorting and recycling waste and secondary resources.
According to the new regulation, regional operators are now responsible for failure to comply with the waste removal schedule, and must also follow uniform requirements for color marking of containers for separate waste collection, which will become the standard throughout the country. Under the leadership of Deputy Prime Minister Dmitry Patrushev, within the framework of this initiative, it is planned to develop 14 more regulations governing waste management by the end of 2025. Judging by these active steps, the relevant deputy of Mikhail Mishustin has developed his strategy in the field of policy and tasks related to the national project "Environmental Well-Being" and has begun to implement it.
Prime Minister Mikhail Mishustin signed Resolution No. 293 "On Approving the Procedure for Handling Municipal Solid Waste", which will enter into force on September 1 and will be valid until September 1, 2031. This document was developed in accordance with the national goal "Environmental Well-Being" and is aimed at the complete sorting of municipal solid waste, as well as reducing the volume of landfills by half by 2030. The previous rules for handling municipal solid waste were adopted in 2016.
The new resolution describes in detail all stages of handling municipal solid waste - from their collection to recycling, as well as the procedure for preparing the necessary documentation, including the form of a standard contract for the provision of relevant services.
Among the new provisions is the responsibility of regional operators for violating the waste collection schedule, which previously only concerned apartment buildings and residential buildings. The new procedure clearly defines the conditions under which a regional operator can be deprived of its status (for example, in the event of five or more violations of the agreement with the region during one calendar year). "Unconditional grounds" for losing status have also been introduced, including cases where a legal entity itself refuses it, is in a state of bankruptcy or does not have a valid license.
