The authorities of the Kurgan region began looking for an investor to build a plant for the production of glass containers in the village of Steklozavod, Belozersky district, where a developed deposit of quartz sand is located. The volume of investments in the project is estimated at 2.38 billion rubles. A potential investor will be able to claim compensation for part of the costs of creating infrastructure and production facilities, and receive a subsidy for equipment leasing. Experts consider the plant construction project promising in the long run due to the trend towards greening food packaging.

The Investment Agency of the Kurgan Region (established by the Department of Economic Development of the Region) announced a search for an investor for the construction of a plant for the production of high-quality glass containers in the Belozersky District. The total investment in the project is estimated at 2.38 billion rubles, the estimated payback period of the project is five years. Information about this is published on the portal of the investment agency.

The project involves the creation of a modern production of glass containers "to meet the needs of the food and processing industry." It is proposed to place the plant on a plot of 52.2 thousand square meters in the village of Steklozavod (Belozersky district). The Podbornovskoye deposit with an area of 4.4 hectares is located within the boundaries of the approved reserves of glass sands. Its balance reserves of quartz sands according to the degrees of exploration "A + B + C1" are estimated at 313 thousand cubic meters. In 2025, gasification of the land plot is provided. It is also possible to organize an artesian well on it.

A potential investor, among the measures of state support, will be able to receive a land plot with a cadastral value of 758.4 thousand rubles. for the construction of a plant for rent without bidding with a subsequent right to purchase.

He will also have the opportunity to reimburse 50% of the cost of creating infrastructure and compensate for 50% of the cost of building production facilities, but not more than 5 million rubles. A 50% subsidy for equipment leasing in the amount of up to 50 million rubles will also be available.

In the investment agency of the region, one of the economic prerequisites for the creation of production is the presence of the explored Podbornovskoye deposit of quartz sand. Until 1994, it was developed by Borovlyansky Glass Plant LLC. In 2020, according to SPARK-Interfax, the company was liquidated.

“The mining and hydrogeological conditions of the deposit are favorable for open pit mining. The content of silicon oxide in sands is 87.33%, aluminum oxide is 6.21%, and iron oxide is 0.83%. The useful stratum of the deposit is represented by quartz fine-grained sands of the Kurtamysh suite of the Paleogene with an average thickness of 5.6 m, ”the project questionnaire says. The documentation notes that there are prospects for the growth of reserves to the south and east of the field.

“The sands are suitable for the production of food semi-white, green bottles. The deposit is located in the unallocated subsoil fund,” the text of the investment project states.

Industrial expert Leonid Khazanov believes that the project to create a glass factory in the Kurgan region will be beneficial in terms of long-term prospects, given the trend towards the use of environmentally friendly food containers. According to him, in the past few years in the Russian Federation there has been a refusal to use plastic packaging for storing food liquids and products in favor of glass containers.

“Nevertheless, its potential investor should take into account the presence of a large number of different competitors, including Borisovskoye glass, Astrakhansteklo, Balakhninskoye glass, Dmitrovsky glass factory, Siberian glass and others,” notes Leonid Khazanov. He notes that in recent years, the import of glass containers in the Russian Federation has declined significantly due to the growth of its production in the country. “The reason for this was the increased demand for it on the part of enterprises bottling beer, vodka and other alcoholic beverages. In Russia, the production of glass bottles in 2022 increased by 6% compared to last year, to 12.3 billion units, and cans by 0.5%, to 2.1 billion units,” explains Leonid Khazanov. At the same time, the expert fixes the overstocking of warehouses of glass bottle manufacturers due to the expansion of the import of alcoholic beverages from abroad and the reduction in the export of domestic alcohol. “This may lead to a decrease in orders by about 600–700 million units,” says Leonid Khazanov.
