The authorities of the capital intend to create a system of energy-saving standards, said Sergei Lyovkin, head of the Moscow City Planning Policy Department.

It is also planned to modernize the certification system and regulatory and technical documentation.

“The existing regulation does not allow to carry out the necessary policy in the field of increasing the energy efficiency of apartment buildings,” said Sergei Lyovkin after speaking at the plenary session of the “Russian Construction Week”.

According to him, now the system cannot ensure compliance with actual consumption and design values, as well as exclude overspending of budgetary funds during technological connection of apartment buildings to power networks.

“Solving these and other problems, we conducted a number of studies, based on the results of which five methodological documents were developed. Their practical application will reduce the estimated electrical loads of houses by 25-30% and save about 200 billion rubles, ”added Lyovkin.

This will happen by bringing contracts for the technological connection of houses to heating networks in accordance with the current regulatory documents and the transition to determining the cost based on the average hourly load of hot water supply.

In Moscow, it is planned to conduct studies to assess changes in climatic effects on buildings, structures, structures and materials. In addition, the creation of an updated database of climatological support for construction is being considered.

“Work to improve energy efficiency at the federal level requires improving the system of tariff regulation and taxation. It is necessary to ensure control of actual indicators by operating organizations at the stage of acceptance of facilities. It is also necessary to amend the legal and technical documents regarding the correct determination of the standards for the consumption of energy resources, the procedure for accounting and payment of utilities, ”explained the head of the Department.
