Deputy Prime Minister Victoria Abramchenko on the sidelines of the Nevsky International Ecological Congress on Friday said that the decision to build 25 waste incineration thermal power plants (MTPP) is still premature, and urged to wait for the implementation of the project of the first five pilot facilities.

“It is too early to talk about the construction of new factories. We do not have agreed positions, we do not have any objects in the federal scheme. We do not understand when the five energy utilization plants will appear in the first stage. And I share the conclusion of the Ministry of Finance that we need to see how those five facilities that are already under construction will be implemented, ”TASS quotes her as saying.

Abramchenko recalled that in February a joint meeting was held with Deputy Prime Minister Alexander Novak, at which the financial model proposed by the Ministry of Industry and Trade for the construction of new MTPPs was discussed. However, according to her, there is no consolidated decision of the authorities and all participants on this issue yet.

In May 2020, Rostec, Rosatom and VEB.RF signed an agreement on cooperation on the construction of 25 waste incineration thermal power plants with a capacity of 1,453 MW in dozens of regions of Russia. Initially, the total cost of the project was estimated at 600 billion rubles. Later it became known that the project more than doubled in price - up to 1.3 trillion rubles, taking into account taxes and future modernization. To this day, funding sources have not been identified.

Earlier, Victoria Abramchenko said that the government does not support the project to build waste incineration plants and generate electricity by them, which, according to her, is actually proposed to be paid from the federal budget and from the tariff for the population (for electricity or garbage collection). "Will not work. Why do we need expensive electricity and gold waste? " - said the politician.

Currently, five incineration plants with a total capacity of 355 MW are under construction: four in the Moscow region and one in Tatarstan, their launch is expected at the end of 2022. The project cost is 155 billion rubles. The project is paid for according to the scheme of the so-called power supply contracts. The burden will fall on all consumers except the population, that is, on enterprises and organizations, including budgetary institutions. They will buy electricity from MTPP at higher tariffs. The difference between the increased price and the market price will be sent to investors who will return the invested funds with interest.
