The president of the Alumni Association of SUI-SGUA I.V. Astapkin

The Saratov State Law Academy informs with regret that on October 5, 2020, at the age of 81, the President of the Alumni Association of the SUI-SSLA, retired Lieutenant General of the Internal Service, Honored Lawyer of the Russian Federation Igor Vasilyevich Astapkin, passed away.

Igor Vasilievich graduated from the Saratov Law Institute named after D.I. Kurskiy in 1963 he began his career as an investigator at the Internal Affairs Directorate of the Lipetsk Regional Executive Committee.

Since November 1988, I.V. Astapkin was the first deputy head of the Political Directorate of the USSR Ministry of Internal Affairs. Then he worked as the head of the Main Personnel Directorate of the Ministry of Internal Affairs of Russia.

From 2000 to 2004, Igor Vasilievich worked as a business manager of the Ombudsman for Human Rights in the Russian Federation, whose position in the indicated years was also held by a graduate of the S.Yu. DI. Kurskiy O.O. Mironov.

He took an active part in the preparation of numerous draft legislative proposals on the problems of protecting the rights of citizens. He had the class rank of 1st class acting state adviser of the Russian Federation.

For many years Igor Vasilyevich Astapkin was the first deputy chairman of the Russian Council of Veterans of Internal Affairs Bodies and Internal Troops.

A special facet of Igor Vasilyevich's talent was writing. He - the author of 9 collections of poetry, prose, was a member of the Writers' Union of Russia.

The administration, the Academic Council, the Council of Veterans, the faculty and student teams of the SSLA express their sincere condolences to the family and friends of Igor Vasilyevich Astapkin and everyone who had the honor to work with him.

A remarkable person, an outstanding lawyer, who was the brightest representative of the Russian legal elite and an adherent of the long-standing traditions of his alma mater, with whom he was always associated with friendly and professional contacts, and jointly implemented large-scale projects, passed away.
