Participation of the Association "StekloSouz" of Russia in a meeting on export development at the REC

On October 20, 2023, a meeting on export development was held at JSC Russian Export Center (hereinafter referred to as REC).

As you know, REC is an agent of the Government of the Russian Federation for measures of state support for exports.

Being an institute for the development of foreign economic activity, the structure has 13 representative offices abroad and covers almost all regions of the Russian Federation in the form of representative offices and partners with work on the development of foreign economic activity.

The topic of the meeting was: “Promotion of Russian products abroad.”

In her report, Veronika Nikishina, General Director of Russian Export Center JSC, said that the number of companies involved in export activities is growing. About 28% by 2022. This reflects the high interest of non-resource businesses in the export agenda. This is the basis for future export development. The REC General Director also named three areas that require special attention from regional export support systems:

1. Systematic assistance to beginning exporters in various aspects, including finding potential buyers and organizing meetings with them.
2. Attention to the export of industries showing positive dynamics.
3. Support for traditional industries of export specialization in reorienting flows to new markets.

The glass industry is an export-oriented industry. According to EU statistical services, in terms of sales of glass and glass products, the Russian glass industry for non-resource exports is in the top five domestic industries, on a par with the metallurgical and chemical industries.

REC provides state support to Russian organizations in terms of compensation for costs associated with certification of industrial products in foreign markets. There is a special program for paying compensation for part of the costs of delivering products to the buyer. At the same time, Russian exporters have the opportunity to compensate for costs associated with certification: testing product samples, obtaining a conformity assessment document and R&D costs.

The heads of the Russian Export-Import Bank (Roseximbank), the state insurance company EXIAR, spoke about measures to support enterprises against business and political risks. In some cases, the proposed insurance solutions cover up to 90% of commercial risks.

Roseximbank implements the state policy of stimulating and supporting the export of Russian products through financing production costs, accounts receivable, guarantees of all types, including VAT refund guarantees. Provides financing up to 100% of the export contract amount.

Particularly noted was the protection of exporters from the risks of non-receipt of payment from foreign buyers for goods delivered on a deferred payment basis. The loan product allows exporters to quickly receive funds to pay expenses associated with the execution of an export contract for the supply of high-tech products. As part of government support for exports, other guarantees and compensation are offered.

The leaders of the “My Export” platform reported on an information system that provides businesses with unified online access to government and other services that accompany companies’ entry into exports and their development, including searching for a buyer, supporting the negotiation process and other types of services.

StekloSouz of Russia will continue to cooperate with REC to further promote Russian glass products to different countries and continents.
