The glass cluster of the Republic of Dagestan is accredited and entered the Register of Industrial Clusters of the Russian Federation

The Ministry of Industry and Trade of Russia approved the application for the creation of a glass cluster in the Republic of Dagestan by Order of the Ministry of Industry and Trade of the Russian Federation dated December 29, 2022 No. 5622.

From January 1, 2023, new parameters of the preferential regime for carrying out activities in industrial clusters are in effect. In particular, amendments were made to Decree of the Government of the Russian Federation dated June 31, 2015 No. 779 “On industrial clusters and specialized organizations of industrial clusters”

and Decree of the Government of the Russian Federation of January 28, 2016 No. 41 “On Approval of the Rules for Providing Subsidies from the Federal Budget to Participants of Industrial Clusters to Reimburse Part of the Costs in the Implementation of Joint Projects for the Production of Industrial Cluster Products for the Purpose of Import Substitution”. Measures of state support for participants in industrial clusters will undergo significant changes. In 2023, a new support regime will be launched for participants in industrial clusters: providing preferential loans (3-5% per annum for up to 15 years), ensuring a low level of fiscal burden (zeroing the income tax rate, as well as reducing insurance premiums to 7, 6%), support for the sale of starting volumes of manufactured products (a subsidy for the purchase of starting volumes of industrial products in the amount of up to 150 million rubles), a reduction in the types of state control (supervision) for 3 years, preferences in public procurement.

Industrial enterprises on the territory of the Republic of Dagestan that are members of the industrial glass cluster: Dagestan Steklo Tara LLC, Salavatsteklo Kaspiy LLC, Keramogranit Dagestan JSC,

Dagpolimer LLC, Deneb OJSC, Makhachkala Glass Fiber Plant LLC, Stekloproekt LLC, Shatim Trade LLC, Facade Systems LLC, Caspian Glass Fiber Plant LLC, Caspian Glass LLC, IP Yusupov Rashid Magomedrasulovich, in the presence of joint cluster projects, will be able to qualify for the above support measures.

Taking into account the significant importance of this instrument for regional industrial policy, as well as the importance of updated support measures for industrial enterprises, the Ministry of Industry and Trade of Dagestan, with the participation of the Industrial Development Fund of the Republic of Dagestan, will provide full assistance in the development and promotion of joint cluster projects.
