Meeting of «StekloSouz» and PPK «REO»

In accordance with the Program for the development of cullet consumption by glass factories, approved at the general meeting of heads of glass container factories on April 28, 2021, StekloSouz of Russia is carrying out planned work with the Government, relevant ministries and departments of the Russian Federation.

The position of "StekloSouz" is that the ROP rests with the manufacturers of the products. Glass-container factories are utilizers of cullet, and with this status are entitled to support and funding from the Ecological Fund of Russia.

The Committee on Ecology of the Association "StekloSouz" of Russia prepared and sent to the PPK Russian Environmental Operator (PPK REO) a number of proposals for the successful implementation of the Concept of extended responsibility of producers and importers of goods and packaging (EPR) and the Roadmap approved by V. Abramchenko. Deputy Prime Minister of the Russian Federation.

On December 03, 2021, a regular meeting of the heads of the services of "StekloSouz" and PPK "REO" took place. The meeting was attended by: Alexey Vladimirovich Savin - Chairman of the Ecology Committee of StekloSouz of Russia and Andrey Petrovich Rudakov - Head of the Department of Secondary Material Resources of the REO PPK.

The following issues were discussed at the meeting:

1. Creation of an expert group for the construction of factories in the Federal Districts, according to the letter of the PPK REO No. SS-2395 dated 08.11.21.

2. Implementation of a system for automatic collection of objective data on the mass of cullet used by glass factories in production, Industry 4.0. "Conveyor", according to the letter of the PPK REO No. SS-2397 dated 23.11.21.

3. Creation of an initiative group to abolish VAT on secondary material resources used in a closed-cycle economy according to the EPR concept.

4. Application of the green project - energy saving technologies of AKES at MPC and glass container factories.

The meeting was productive, the main issues were taken under control with their further study. The main goal is to increase the use of glass breakage in the glass production of the Russian Federation. Also supported was the initiative of the "StekloSouz" Association on the status of glass factories in the ROP concept as "Utilizator", which are not manufacturers of packaging and are not responsible according to the ROP concept.

As a general rule, it is impossible to manage what cannot be measured. The market in the field of EPR is the movement of huge material flows (packaging). The first thing that needs to be done is to take control of the movement of these flows, this is possible only in combination with a number of organizational and managerial measures, which are now actively engaged in PPK "REO".

According to the given PPK "REO", these factories do not have enough capacity for processing cullet by 3.664 million tons. Since the production of glass products is 4.114 million tons, and only 450 thousand tons can be processed.
