On January 29, 2020, within the framework of the exhibition “Domestic Building Materials”, a meeting of the leaders of the “National Partnership of Associations and Unions of Building Materials Industry Enterprises” was held.
The following issues were discussed at the scheduled meeting:
1). Summing up the preliminary results of the industry in 2019;
2). Improving interaction with the EE Council in 2020;
3). Planning for technical regulation in 2020 - 2025.
Presentations were made by the leaders of federal industry associations:
The reports gave detailed analytical provisions on the situation with the production of domestic building materials in the past year, plans for 2020 and the near future until 2025.
It was emphasized that, unfortunately, the new PSM development strategy does not provide answers to the problems posed in the construction market.
The first PSM strategy was developed by the Ministry of Regional Development of the Russian Federation and approved by the Government of Russia. In the strategy, reference figures for glass, concrete, cement and other building materials showed the dynamics of production. For example: flat glass in 2016 should have produced 310 million square meters, in 2020 500 million square meters. Similar indicators were calculated for all types of PSM.
As you know, with the cessation of the work of the Ministry of Regional Development of the Russian Federation, the PSM industry was transferred to the Ministry of Industry and Trade. The new strategy and plan for the implementation of the document are approved and are under the control of this agency.
The leaders of the Associations expressed their desire to hold a meeting in conjunction with the Ministry of Industry and Trade of the Russian Federation in order to hear the program for the implementation of the state document.
Popov A.A. prepared and voiced proposals for cooperation with the EE Council in 2020 and for the future. A working group (WG) was created to implement the plan.
The issues of work of TC 144 and cooperation with TC 465 were discussed. Speakers paid special attention to the problems of control over counterfeit products, the quality of imported building materials, the need to carefully consider non-tariff regulation measures. The participants in the industry meeting raised questions of customs duties and the need for parity tariff regulation. Estimated standards currently in force require detailed study and coordination with relevant departments.
Following the meeting, a decision was made.
On April 10 this year, at the next meeting of the leaders of the Associations, it was proposed to consider the implementation of the action plan approved by the Ministry of Industry and Trade of the Russian Federation on import substitution in the building materials industry in the period from 2014 to 2020.
In accordance with OK 034-2014 (KPES 2008), the share of import of OKVED technological equipment was supposed to decrease from 90 percent, for certain types of PSM ciphers - 1; 2; 3; 4; 5; 6; 7; 8; 9; 10, up to 60-10 percent.
