Meeting at the Ministry of Industry and Trade of the Russian Federation

The Ministry of Industry and Trade of the Russian Federation held a regular meeting of the Scientific and Technical Council (hereinafter STC MPT RF) on the development of industrial and technical complexes for the processing of production and consumption waste.

The meeting was attended by members of the STC MTT RF - the leaders of the Federal industry Associations and business entities.

The following issues were discussed as part of the work of the Scientific and Technical Council:

• The share of imports of equipment for the treatment and disposal of municipal solid waste from the federal project "Integrated Solid Waste Management System" of the national project "Ecology".

• Development of a methodology for calculating an additional target

Members of the STC spoke about the need to maintain the share of imports in the passport of the Federal Project, to amend the rules for the development, approval and adjustment of investment programs in the field of solid municipal waste management, as well as to monitor their implementation.

Based on the results of the meeting, it was decided that in order to determine the share of imports, it is necessary to include in the list of information included in the investment program information on the cost of purchased equipment with an indication of the country of origin. This information will be transmitted by the constituent entities of the Russian Federation to the Ministry of Industry and Trade of the Russian Federation.

The report "Development of a minimum technological standard for waste management facilities" was made by the head of the Department of Technological Development and Customer Service of the PPK "Russian Environmental Operator" Shiyanovsky OV

It is planned to determine the minimum technological standard for waste management facilities by amending the Rules for the development of investment programs, in terms of establishing the requirement for the technical characteristics of solid municipal waste treatment facilities (hereinafter MSW) to meet the minimum technological requirements for the composition of MSW processing lines.

The specified minimum technological requirements can be developed as an appendix to the Rules for the development of investment programs. It is also planned to establish various technological requirements for MSW processing facilities depending on the climatic zone of the MSW processing facility, the population density in the area of the regional operator, in which it is planned to construct the MSW processing facility, as well as the level of development of the waste management infrastructure, including MSW in this region.

According to the information presented in the report “Development of a draft program for preferential leasing of waste treatment equipment at PPK Russian Environmental Operator PJSC GTLK, Sberbank Leasing JSC, Gazprombank Leasing JSC, VEB Leasing JSC are currently ready to start to the implementation of leasing projects.

Equipment manufacturers, such as: Central Research Institute Burevestnik JSC, Insiprom LLC, NPK Mechanobr-Technika JSC, RzhevMash LLC, Permanent K&M JSC, NPP Obukhovskaya Industrial Company LLC, StankoPET- LLC RUS ”, LLC“ TAEL SPb ”, LLC“ Ekomashgroup ”are in solidarity in the possibility of a guarantee of repurchase. In turn, some regional operators have already concluded leasing agreements for equipment. For example, Chisty Gorod Group of Companies LLC (Rostov Region) concluded a leasing agreement on the following conditions: advance payment - up to 30%; leasing term - up to 3 years; financing rate - 16-20%. At the moment, the company is asking to increase the leasing term to 5 years, as well as subsidize the difference between lease payments and accrued depreciation on equipment.

It was decided to support the proposal to develop a program of preferential leasing of equipment.

As you know, on the initiative of Viktor Osipov, President of the Association of the StekloSouz of Russia (hereinafter referred to as the SSR), a member of the STC of the Ministry of Industry and Trade of the Russian Federation, as part of the implementation of the Industry Program for the development of cullet consumption for re-smelting in glassworks, a secondary resources department was created in the StekloSouz.

At the same time, the representative office of the Association of the StekloSouz of Russia in the Southern and North Caucasian districts was approved. Tulinov Vyacheslav Vitalievich was appointed the head of the representative office.

Currently, work is underway to create representative offices in the Siberian and Far Eastern Federal Districts and other territories.

Given the importance of this direction, the Presidium of the SSR Association approved the post of vice president for environmental issues. The direction was headed by Vladislav Anatolyevich Shebanov, vice president of the StekloSouz Association of Russia.

The meeting was attended by the Deputy Head of the Department of Secondary Resources of the SSR - Kartuzova Maria Nikolaevna.

According to the plan approved for 2019, the StekloSouz of Russia, together with the All-Russian People’s Front of the Russian Federation, political parties and relevant ministries of the Russian Federation, is working on the abolition of personal income tax.
