In accordance with the decision of the heads of glass container factories dated April 28, 2021, the Association "StekloSoyuz" of Russia, together with the experts of the enterprises, prepared proposals for the implementation of the Concept of extended responsibility of manufacturers and importers of goods and packaging (EPR), approved by V.V. Abramchenko. Deputy Prime Minister of the Russian Federation.

Document on May 19 of this year. was sent to the Government for study and agreement.

On May 27, 2021, StekloSoyuz received requests from the Ministry of Industry and Trade No. 43230/17 and No. 43240/17 with a request to prepare proposals on the following issues:

- determination of the list of goods for the procurement of which environmental requirements and criteria are imposed, as well as the establishment of the specifics of the description of certain types of procurement objects;

- amendments to the order of the Government of the Russian Federation “On approval of the list of types of production and consumption wastes, which include useful components, the disposal of which is prohibited” in terms of clarifying this list, taking into account the list of goods and packaging subject to disposal;

- approval of the methodology for calculating the rates of environmental tax;

- establishing requirements for the collection and disposal of waste by groups of goods, taking into account the industry specifics, including the parameters of the depth of waste disposal in order to fulfill the requirements within the framework of the extended responsibility of manufacturers and importers of goods and packaging, as well as proposals for their regulatory consolidation.

Considering the above, I ask you to send answers and conclusions on the above issues to StekloSoyuz Russia by June 7, 2021.

The Department of Glass Containers (director P. A. Gorshkov) will prepare a consolidated document for the Government of Russia.
