Russian environmental operator to invest 60 billion rubles in waste plants in Siberia

It is planned to commission about 50 objects for the treatment of MSW.

The Russian environmental operator (REO) is going to co-finance the creation of enterprises for the treatment of household waste in the Siberian Federal District. The volume of investments from the REO is estimated at about 60 billion rubles, the press service of the operator reports on Tuesday.

"As part of the national project" Ecology "in the Siberian Federal District, it is planned to commission facilities for the processing (sorting) of solid municipal waste (MSW) with a total capacity of 5.9 million tons per year. At the moment, we are considering about 50 promising facilities for the treatment of MSW in the region , the exact parameters of investment projects will be determined later. The volume of investments for the creation of objects is estimated at about 60 billion rubles. The vast majority of objects can be created on the basis of concession agreements at the expense of the REO bonded loan. The operator interacts with each of the ten regions, while the share of co-financing can make up to 95% of the total investment,” said the head of the REO Denis Butsaev, whose words are quoted in the message.

Currently, the REO has signed road maps with nine regions - the Krasnoyarsk and Altai Territories, the Irkutsk, Novosibirsk, Tomsk and Omsk regions, the republics of Tuva, Khakassia, Altai.

Regional capacities

In the Irkutsk region, a large waste management complex will be built in the Angarsk urban district with processing and disposal capacities, commissioning is scheduled for 2023. Eight waste management facilities are also planned to be built in this region in 2024-2026.

"In the Kemerovo region, projects are already being implemented to create waste management complexes, commissioning is scheduled for 2022-2024. In the Krasnoyarsk Territory, it is planned to create seven promising complex facilities by 2027. In Tyva, the creation of two plants is being considered, the authorities of the region and REO signed a roadmap for them," the company said.

In the Tomsk region, it is planned to build ten waste processing complexes, as well as a plant for the recycling of polymer waste. The operator interacts with the region to co-finance the construction at the expense of the REO bonded loan.

"In the Novosibirsk region, there are seven promising waste treatment complexes (KPO) with a commissioning date until the end of 2024, with a total capacity of more than one million tons of waste per year. In the Altai Territory, it is planned to create a large ecotechnopark and four waste sorting complexes. Promising facilities in Khakassia are a waste processing complex and two sorting facilities, in the Omsk region - three KPO with disposal facilities, in the Altai Republic - three sorting and KPO," the press service added.

The reform of the waste management industry began in Russia on January 1, 2019. It is designed to make waste management more civilized, solve the problem of illegal landfills and significantly reduce the amount of waste sent to landfills. By 2024, only under the national project "Ecology" it is planned to build 220 new modern complexes for the processing, disposal and disposal of waste. The new national targets set the bar high for a waste management system by 2030. It is planned to send 100% of household waste for sorting, only 50% will be sent for disposal.
