The role of industry unions and associations in the formation of the Unified Digital Catalog of Industrial Products (UNN Technology)

On November 21, 2019, a conference was held in Moscow on the topic:

“Industry and professional associations and their role in the processes of forming a single digital catalog of industrial products for use in state and non-state sectors of the Russian economy.”

The event was attended by the leaders of Industry Associations, representatives of the highest bodies of state power and the media.

Speakers expressed the unanimous opinion that many economic issues require immediate fundamental reforms. They emphasized the need to convey to the head of the country honest and objective information about the real state of affairs on the ground.

Non-resource sectors at the macroeconomic level of Russia are scattered. The government does not have an understanding of the state of domestic production and consumption. Very often, state authorities ignore the opinion of the Federal Industry Associations of "Unions".

The voices of industry associations do not want to hear, which leads to a lack of interaction between Associations and structural divisions of ministries and departments of Russia.

To eliminate the contradictions in the public administration system, it is necessary to create a non-state counterweight.

Associations are required to initiate and support legislative initiatives for the successful development of industrial production.

The current Russian ministries and departments lack qualified specialists for management, including the preparation and analysis of information. Without good analytics, it is difficult to ensure the process of making competent decisions that benefit Russia.

Viktor Ivanovich Osipov, President of the StekloSouz of Russia Association, took part in a conference of industry associations.

In his speech, he proposed growth points for improving the economy. Including change the formula for economic management. One of the major decisions should be the restoration of the planned management system for budget and near-budget areas.

A single digital catalog, as a platform for the digital economy, must be made open to consumers from all countries of the world who are interested in trade relations with Russia.

Viktor Ivanovich highlighted other problematic issues: certification, support for non-resource exports, coordination with industry associations of projects prepared for grants by universities, the distribution of young professionals who received a free education, etc.

“The government needs to learn to make decisions not on the basis of the subjective position of individual business people and amateurs from industries, but based on an analysis of the scientifically based opinions of the leaders of professional associations - industry Associations” - V.I. Osipov.

The conference adopted a resolution that included the fundamental principles necessary for the implementation of the Decree of President V.V. Putin. Including the thesis of the impossibility of building a new economic platform without reliance on the Federal Industry Associations.

The lack of important elements of macroeconomic management in Russia is a deterrent that hinders the creation of a healthy, socially prosperous civil society.

Industry Associations in Russia should legally become an integral element in the formation of the state industrial policy of Russia, the document says.
