REO will invest almost a billion rubles in a plant with a unique level of waste disposal

The Russian environmental operator will invest 990 million rubles in the construction of a complex for the treatment and disposal of waste in the Tula region with a capacity of 480 thousand tons. The plant will be able to reduce the volume of waste disposal by 43.75 percent of the volume of incoming waste. The form of financing the project will be the purchase of a bonded loan.

“I am glad to announce a new project, in which REO will take part in financing. This is a waste processing complex in the Tula region, its capacity will be 480 thousand tons of MSW per year. The form of financing is the redemption of a bonded loan in the amount of 990 million rubles. Let me remind you that such a measure of support was approved by the government in the summer, and we have already used it to finance a number of projects. This complex will make it possible to fulfill the indicators of the Federal project - by 100% in processing (sorting) and by 43.75% in utilization of waste supplied to the plant, ”said Director General of REO Denis Butsaev.

The investment project "Waste processing complex in the city of Tula" is being implemented by Region-Comfort LLC (a subsidiary of Chartia LLC). The complex, which will be located in the Leninsky district of "big" Tula, is scheduled to be commissioned in the first half of 2022.

The plant will be able to accept for processing 480 thousand tons of MSW per year, of which the share of selection of secondary material resources will be 22.5%. Such utilization facilities will also be built such as a site for the contactless splitting of polymeric materials (113 thousand tons per year) and a site for the production of techno-soil (97 thousand tons per year).

The technology of non-contact cleavage of polymers is based on the method of thermal decomposition of raw materials - pyrolysis. Pyrolysis is the chemical destruction of organic compounds by heating with complete or partial restriction of oxygen access. In the process of pyrolysis, ash-carbon residue and a vapor-gas mixture are formed. The steam-gas mixture consists of vapors of various hydrocarbons, which in a certain part is condensed into a pyrolysis liquid in composition, similar to petroleum products. Part of the vapor-gas mixture, which cannot be condensed, remains in a gaseous state and is directed both for the autonomous operation of the installations and for heating the complex, eliminating the need for external energy resources, and the ash-carbon residue is absolutely harmless and can be used to form a techno-soil.

In the BRP complex, both complex high-molecular compounds are subjected to pyrolysis: various plastics, polymers, rubber, and other organic waste: wood, paper, food waste, etc.

The complex will make it possible to increase the share of MSW sent for treatment in the region by almost two times and the share of recycled waste by almost nine times. In addition, thanks to the project, there will be a reduction in the burden on the tariff for the population in the total amount of more than 230 million rubles.

The total investment in the project will amount to almost 3.5 billion rubles. The form of financing from the REO is a bond loan in the amount of 990 million rubles with an interest rate of 3.75% per annum for a period of 10 years.

The main goal of the Russian environmental operator is to provide financial support to investment projects in the field of MSW management. At the moment, the company's governing bodies have approved the provision of support measures in the amount of about 6.3 billion rubles for priority financing in 2021. The Russian Environmental Operator, a public law company, was established by Presidential Decree on January 14, 2019. The key task of the REO is to form an integrated system for the management of municipal solid waste (MSW) in Russia. According to the national project "Ecology", this is necessary in order to reduce the volume of MSW burial and thereby reduce the environmental burden on the population. The goal by 2030 is to sort 100% of the MSW volume and reduce by 50% MSW that is sent to landfills. Achieving such indicators is impossible without building a closed-cycle economy. Therefore, among the tasks of the REO, on the one hand, is the creation of a recycling system and the involvement of raw materials into the turnover for the manufacture of new products and energy production, and on the other hand, the stimulation of investment activity in the field of waste management.
