REO named the volume of investments in the creation of waste complexes in the Novosibirsk region

PPK "Russian Ecological Operator" (REO) announced its intention to allocate 60 billion rubles. for the creation of waste sorting complexes in the regions of the Siberian Federal District.

The Russian environmental operator plans to allocate 10 billion rubles for the creation of promising facilities in the field of municipal solid waste (MSW) management in the Novosibirsk Region. Denis Butsaev, Director General of REO, told RBC Novosibirsk about this.

Earlier, Minister of Housing and Public Utilities and Energy of the Novosibirsk Region Denis Arkhipov said that the regional authorities had agreed with the REO on the construction of six facilities for the treatment of municipal solid waste in the Kargatsky, Toguchinsky, Kuibyshevsky, Tatarsky and Novosibirsk (two objects) districts.

“The total investment in the creation of promising facilities in the field of MSW management in the Novosibirsk Region will amount to more than 10 billion rubles. We expect that all projects will be implemented on the basis of concession agreements, and we will be ready to provide financing after the conclusion of concession agreements. These concession agreements can be concluded as early as the third quarter of 2022, and in the same year, financing of concessionaires by the PPK REO can begin. In accordance with the signed roadmap, the completion of the construction of six facilities is expected no later than 2024. We expect practical steps from the region to finally determine all the parameters of the facilities planned for creation and make decisions on concluding concession agreements in order to ensure the achievement of the national project indicators within the time frame set by the President of the country,” Butsaev said.

Denis Arkhipov, Minister of Housing and Public Utilities and Energy, told RBC Novosibirsk that the REO is currently working on a mechanism for financing the construction of waste sorting complexes. “According to preliminary information, the support of the PIC “REO” will be carried out directly to the side of the concessionaire,” said Arkhipov.

In September 2021, the Control and Accounts Chamber of the Novosibirsk Region announced the risks of non-fulfillment of the state program for the development of the municipal solid waste management system in terms of the construction of new sites for temporary storage of waste and landfills due to underfunding.
