The work of the Association «StekloSouz» of Russia in the field of amendments to the current legislation

Colleagues, good afternoon!

In accordance with the decision of the heads of glass container factories dated April 28, 2021, the Association "StekloSouz" of Russia, together with interested parties, continues to work to protect the interests of enterprises at the level of the Government of the Russian Federation, the State Duma of the Russian Federation, relevant ministries and departments of the Russian Federation.

Work is underway to implement proposals to the Concept for Improving the Institute of Extended Responsibility of Producers and Importers of Goods and Packaging and the Roadmap for the Development of the Institute of Extended Responsibility of Producers and Importers of Goods and Packaging approved by the Deputy Prime Minister of the Russian Federation V.V. Abramchenko.

Final documents with Proposals and Conclusions to the Federal Law On Amendments to the Federal Law “On Production and Consumption Waste” and the Tax Code are being worked out.

Work continues on the preparation of Conclusions to the draft Federal Law No. 1069677-7 "On Amendments to the Federal Law" On State Regulation of the Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-Containing Products and on Restricting the Consumption (Drinking) of Alcoholic Products " principles of state regulation of trading activities in the Russian Federation "in terms of the prohibition of the supply of alcoholic beverages in packaging that does not comply with the requirements of the legislation.

June 10, 2021 The first joint meeting at the level of Deputy Minister D.D. Tetenkin was held at the Ministry of Natural Resources and Ecology of the Russian Federation.

The proposals of "StekloSouz" of Russia were discussed, including:

• Glass containers are a construction (semi-finished product) for packaging, which is initially devoid of any product labels, corks and lids and is not subject to environmental collection.

• In the Federal Law of 24.06.1998 No. 89-FZ "On production and consumption waste" to specify the terms "waste treatment" and "waste disposal" in such a way that "recycling" as a process is a mandatory reuse of waste, that have undergone preliminary "processing" in the technological cycle of the production of goods (for example, new packaging).

• When determining the criteria for inclusion of organizations in the Registry of utilizers (including information on capacities) by the type of waste "glass container", establish one of them (mandatory) if the company (property or lease) has a glass furnace and qualified specialists in the field of glassmaking.

Other proposals of the "StekloSouz" Association of Russia were also discussed.

StekloSoyuz's work on these issues continues in accordance with the regulations. The next joint meeting of the Ministry of Natural Resources and Environment of the Russian Federation and "StekloSoyuz" of Russia on the issues raised is scheduled for July 2021.
