Expanded Producer Responsibility as a Tool to Achieve 12 Sustainable Development Goals. Problems and solutions

Dear colleagues!

As you know, the Association "StekloSouz" of Russia is a member of the Chamber of Commerce and Industry of the Russian Federation (hereinafter referred to as the RF CCI).

We inform you that on June 23, 2021, within the framework of the Sustainable Development Week-2021, a regular meeting of the Commission "Business Practices for SDGs" of the Council of the Chamber of Commerce and Industry of the Russian Federation for Sustainable Business Development, Corporate Social Responsibility and Volunteering on the topic "EXTENDED RESPONSIBILITY OF MANUFACTURERS, AS A TOOL FOR ACHIEVING THE 12 SUSTAINABLE DEVELOPMENT GOALS. PROBLEMATICS AND WAYS OF SOLUTION ".

During the conference, the following issues in the field of EPR were discussed:

- The role of EPR in the climate agenda of the Russian Federation. Proposals for the development of the EPR mechanism.

- EPR as a tool for achieving the SDGs in Russia. Expectations and Reality.

- Conditions for realizing the potential of EPR. Targets and threats

- EPR in terms of packaging. Reform priorities.

- Development of infrastructure for the collection and processing of waste

- ROP as a tool for the development of packaging collection and recycling

- Challenges and opportunities in the development of segregated waste collection

- Transition of retail to new EPR conditions: prospects and risks.

The main goals of the Russian EPR agenda have been achieved:

- to halve the volume of waste for disposal at landfills, by 2030

- halve the global amount of food waste.

- EPR is the responsibility for waste management and bringing the country's economy to a closed cycle. The introduction of the principles of the circular economy requires the creation of special enforcement mechanisms, one of which is the extended producer responsibility. Enterprises are responsible for the management of waste generated after the use of their products. It is necessary to manage not only the generated waste, but also to influence the entire process of their generation, starting with the development of the composition of the product and its design.

The meeting was attended by representatives of the "StekloSouz" Association of Russia:

- Alexey Savin , Chairman of the Committee for Energy and Environment;

- Sergey Lukyantsev, Development Director of Sibsteklo LLC, member of the StekloSouz Working Group for the development of glass container production.

Over the past month, this is the second meeting of the RF CCI with the participation of the "StekloSouz" Association of Russia.

Proposals following the results of the first Meeting were formulated and are being considered by the RF CCI. The final document will be sent to the Russian Government.

At present, the director of the glass container department, Pavel Gorshkov, together with the meeting participants, are preparing documents for the RF CCI.
