Last year, the Ministry of Industry and Trade of Russia included the glass cluster of Dagestan in the register of industrial clusters of the Russian Federation. This event determined the future of the glass industry of Dagestan. But the roots of the industry go back to the distant year of 1914, when the first glass production workshop was opened in the village of Dagestanskie Ogni.
Glass production enterprises successfully operated in Soviet times, when the legendary plant in the south of the country was joined by the Makhachkala plant (now OJSC "Steklovolokna Plant"). A new impetus to the development of the industry was certainly given by the launch of the Caspian Sheet Glass Plant, built at the end of 2013 in the village of Tyube, Kumtorkalinsky District.
Another successful example is the Dagestan Glass Tara plant. Having received the status of a "priority project of the Republic of Dagestan" in 2011, the plant modernized its production. A new workshop was built at the enterprise and Czech experience in glass production was introduced. Currently, the plant cooperates with companies from Russia, Azerbaijan, Georgia, Armenia, Kazakhstan and Iran, increasing its customer base and expanding the range of products.
These are just some of the facts that confirm the industrial potential of Dagestan and determined the inclusion of the glass cluster in the register of industrial clusters of the Russian Federation. As part of the implementation of this federal project, 20 agreements were signed with potential participants, including 14 industrial enterprises, as well as scientific, educational and production and technological organizations. Thus, the glass industry of the republic, starting from last year, has reasonable ambitions for development.
At the same time, the main problem for the further development of the glass industry of Dagestan remains the delivery of sand - the main raw material for glass production. As experts note, transportation is sometimes more expensive than the raw material itself. Local quartz sand does not fully meet technical requirements, and it must be processed for use. Within the framework of the cluster, it is planned to build a mining and processing plant with a capacity of 1,000 tons of sand per day in the Kumtorkalinsky district.
According to the Ministry of Industry and Trade of the Republic of Dagestan, the creation of the cluster will also allow its participants to receive additional state support provided for by the legislation of the Russian Federation. In accordance with the decree of the Government of Russia, state support is provided from the federal budget in the form of subsidies for the purchase of the initial batch of industrial products. The Minister of Industry and Trade of Dagestan Nizam Khalilov noted that it is planned to expand state support, including preferential bank loans and preferences in public procurement.
Dagestan has all the necessary conditions for the creation of a cluster, including the presence of an airport, a seaport and developing transport infrastructure. This is confirmed by the fact that with the assistance and support of the state, two more new production facilities in the glass industry segment are planned to be commissioned in 2024.
According to the relevant ministry, the total investment in these projects will amount to 1.9 billion rubles, of which 1.5 billion rubles have been invested by the end of 2023.
The projects are being implemented by such companies as Dagestan Glass Tara LLC and Caspian Glass Fiber Plant LLC. These two projects, in addition to taxes to the treasury, will create 350 jobs in the region.
One of these facilities, where a new workshop is being built on the basis of the Dagestan Glass Tara plant, was recently visited by the Head of the Republic of Dagestan Sergey Melikov. The head of the republic inspected the construction site of the workshop, where a modern glass furnace and equipment capable of producing up to 144 million units of glass containers per year will be installed. This is almost twice as much as the current indicators of the plant!
Sergey Melikov noted that the new workshop will allow Dagestani manufacturers to reduce costs for purchasing glass containers in other regions. The enterprise will produce high-strength glass containers for drinks, medicines, perfumes and other products. The investment project is being implemented jointly with the Industrial Development Fund. The total budget was more than 1.7 billion rubles. 172 jobs will be created. Currently, about 500 people work at the plant.
Construction of the facility began only in August, but several floors have already been erected and equipment has been installed. A special room for industrial tourism is being built. The work is planned to be fully completed by the end of the year.
