Russia is planning to create an extended liability fund for producers (EPR) and importers of goods on the basis of the Russian environmental operator. This is necessary to exclude the mass falsification of acts on waste disposal.

Glass recyclers have repeatedly complained about the massive forgery of recycling certificates. As Alexander Samokhin, who is the managing partner of Element Recycling LLC, explained, companies that have invested in development and spent on equipment will not be able to compete with those enterprises where only a few people print on paper. “If the EPR system is not established, then no one will sort the garbage, since it will be unprofitable. That is, the industry will stop developing, investors will not invest, landfills will grow, ”he said.

In Russia, starting next year, manufacturers will be charged an environmental fee for the disposal of packaging for their goods. Its size will be 100% of the cost of the package. The ROE will be responsible for collecting the fees, which develops a special register where data on importers, manufacturers, goods, and packaging will be collected. The creation of such a system will make the environmental fee more transparent.

In addition, with the help of the EPR fund, it will be possible to ensure that the money coming into the budget is spent exclusively for environmental purposes.

“The EPR system in Russia needs improvement for a long time. This will help to reduce waste generation, motivate manufacturers to abandon “non-environmentally friendly” packaging. We will be able to abandon the senseless storage of waste from landfills and encourage manufacturers to extract more and more resources for secondary processing of raw materials, ”said Denis Butsaev, CEO of REO.

Rashid Ismailov, chairman of the REO, is also convinced of the effectiveness of the new ROP model. He called this system a modern, competent and efficient approach to waste recycling.
