The responsibility for the disposal of packaging proposed to lay with manufacturers

The State Duma suggested improving packaging recycling process. Deputy Alexander Fokin proposed amendments to the law on production and consumption wastes.

Today, as follows from the published draft law, the obligation to fulfill the extended responsibility of producers (RRP) in relation to goods and packaging of goods is imposed on manufacturers and importers of goods and packaging, and in respect of packaging of goods produced in the Russian Federation, this obligation is imposed on producers of goods in this package. As a result, according to the author of the initiative, this creates confusion and misunderstanding of who should ultimately dispose of the container.

The document proposes to oblige direct packaging manufacturers in the Russian Federation to execute the ROP "regardless of whether they produce it for packaging third-party goods or for packaging their own product, relieving manufacturers of goods in packaging from this obligation." "The proposed change will eliminate confusion among manufacturers when determining the person responsible for the RMP, increase the collection of packaging waste and their subsequent disposal, reduce the amount of packaging waste in solid municipal waste," the bill clarifies.

At present, according to IAS "SPARK-Interfax", there are 11 hollow glass containers manufacturing plants, 1296 paper packaging manufacturers, 2,717 polymer packaging companies, and 150 metal packaging manufacturing enterprises in the country. In total, there are 4,147 packaging manufacturers.
