We would like to inform you that, in accordance with the letters of the Government Office of the Russian Federation dated March 11, 2021, No. P48-28070 and No. P48-28072, the Department of the Radioelectronic Industry of the Ministry of Industry and Trade of Russia has considered the application of the Association "StekloSouz" of Russia with a request to be included in the List of Industrial Products originating from foreign states (with the exception of the member states of the Eurasian Economic Union), in respect of which a ban is established for admission for the purpose of making purchases for state and municipal needs, approved by the decree of the Government of the Russian Federation of April 30 2020 No. 616 "On the establishment of a ban on the admission of industrial goods originating from foreign states for the purpose of making purchases for state and municipal needs, as well as industrial goods originating from foreign countries, works (services) performed (provided) by foreign persons for the purpose of making purchases for the needs of the country's defense and state security ", goods with the OKVED code 27.40, and within their competence reports the following.

To form an effective approach to the procurement of domestic industrial products for state and municipal needs, contributing to the development of domestic industry, the Ministry of Industry and Trade of Russia, together with interested federal executive authorities, is carrying out systematic work, including amending some regulatory legal acts of the Government of the Russian Federation and updating the catalog of goods , works, services to meet state and municipal needs.

At the same time, when formulating proposals for the possible introduction of any restrictive measures, it is necessary to take into account that any decisions on the application of restrictions on the supply of goods from third countries to the Russian market must be economically justified and balanced and take into account the interests of domestic consumers in the possibilities of purchasing goods.

In addition, we note that by the Resolution of the Government of the Russian Federation dated July 10, 2019 No. 878 "On measures to stimulate the production of radio-electronic products in the territory of the Russian Federation when purchasing goods, works, services to meet state and municipal needs, on amending the Resolution of the Government of the Russian Federation dated 16 September 2016 No. 925 and invalidation of some acts of the Government of the Russian Federation "approved the list of radio-electronic products originating from foreign states, in respect of which restrictions are established for the purposes of procurement to meet state and municipal needs (hereinafter referred to as the list) in order to support Russian manufacturers. Products with OKVED code 27.40 are included in the specified list.

Regarding the inclusion of products with the OKPD2 code 27.40.15.150 in the appendix to the Decree of the Government of the Russian Federation dated July 17, 2015 No. 719, we inform you that your proposal will be considered with the involvement of industry and expert organizations.
