On consideration of the Federal Law «On Amendments to the Code of Administrative Offenses of the Russian Federation» received from the Ministry of Justice (in terms of reducing the administrative burden on business)

As you know, the Association "StekloSouz" of Russia (hereinafter referred to as SSR) is a member of the Chamber of Commerce and Industry of the Russian Federation (hereinafter referred to as the RF CCI).

Viktor Osipov, President of "StekloSouz" of Russia, has been representing the interests of the glass industry in the system of this Russian voluntary non-governmental association of entrepreneurs for many years.

Heads of specialized departments and committees of the SSR are members of working groups (WGs) and commissions of the RF Chamber of Commerce and Industry.

⦿The Association "StekloSouz" of Russia received from the Russian Chamber of Commerce and Industry for preliminary consideration and discussion a draft federal law developed by the Ministry of Justice of Russia “On Amendments to the Code of the Russian Federation on Administrative Offenses” (hereinafter referred to as the bill).

The bill proposes to introduce a number of significant changes to the Code of Administrative Offenses of the Russian Federation, affecting the issues of bringing legal entities, officials or persons carrying out business activities without forming a legal entity to administrative liability, including when carrying out control (supervisory) activities.

In particular, it is proposed to change the rules for imposing administrative punishment in the form of an administrative fine for committing an administrative offense identified during the implementation of state control (supervision), municipal control, to expand the list of cases when a case of an administrative offense can be initiated without carrying out control (supervisory) measures, to specify the rules for assigning punishments for committing several offenses, to consolidate in the Code of Administrative Offenses of the Russian Federation the concepts of homogeneous, first-time committed, repeated, ongoing and similar offenses, to introduce the institution of combining and separating cases of administrative offenses, etc.
