The share of landfill waste for recycling is named

The Russian environmental operator presented at the Russian Environmental Forum (REF) the morphology of the annual formation of useful fractions in the composition of municipal solid waste. The share of paper and paperboard in waste reaches 36 percent, while there is a deficit in paper recycling capacity of 2.1 million tons.

“Within the framework of EPR (extended producer responsibility), we need to increase the capacity for the utilization of useful fractions from the total volume of MSW generated in Russia. This is approximately 60 million tons per year. At the same time, by 2030 we must sort 100% of MSW, and halve the volume of burial. Now more than 90% of MSW is sent to landfills. At the same time, this waste contains a large amount of useful fractions, 36% - waste paper, polymers, metals, glass, rubber, textiles and wood waste in total - 16.5%. Thus, more than half of the waste could be sent for utilization, recruited into secondary circulation, ”said Denis Butsaev, General Director of the Russian Environmental Operator PPK.

Based on the morphological data of the annual formation of useful fractions in MSW, paper and cardboard occupy 36%, polymers - 5%, metals - 3%, textiles - 3%, glass - 3%, rubber - 1.5%, wood waste - 1 %.

Currently, there is a shortage of waste disposal facilities in Russia. For comparison, the PPK gives the volume of production of goods per year and how many utilization capacities are already in place, and how much should be.

Plastic goods are produced annually 6.381 million tons, of which only 637 thousand tons can be utilized, thus the capacity deficit is 5.744 million tons. And this is the largest indicator of the lack of facilities for processing useful fractions.

The next is glass, for the utilization of which there is not enough capacity for 3.664 million tons. 4.114 million tons of glass products are produced, but only 450 thousand tons can be processed.

The third place is taken by paper, which requires 968 thousand tons of processing capacity. Goods are produced per year 7.541 million tons, and there is a possibility of utilizing 5.4 million tons. Most of the facilities have been created for the processing of waste paper in Russia; the deficit of the necessary capacities is about a third of all goods that are produced per year.

For the recycling of rubber, it is necessary to build objects with a capacity of 968 thousand tons. So far, the country has a capacity of 714 thousand tons with the production of goods from rubber in the amount of 1.682 million tons per year.

As for textiles, it needs 850 thousand tons of capacity. At the moment, the recycling capacity is 112 thousand tons, and 962 thousand tons of textile products are produced per year.

“By 2030, we must actually ensure the construction of 94 million tons of MSW facilities. Do not be alarmed by the numbers, according to the Federal scheme we really have only 60 million (tons of MSW generated per year in Russia - approx.), 94 is a cumulative figure. It is actually formed by adding numbers in different directions of processing, disposal and disposal of waste. This investment volume will require funds in the amount of 450 billion rubles. <...> And in order to attract this figure to our industry, only the possibility of reimbursement through the tariff is not enough, therefore, the issue of introducing EPR was so acute, the obligation of manufacturers to pay for the disposal of packaging by 100% already from 2022, increasing the collection of ecological collection in order to direct these funds for the creation of these very capacities, for which we have a large deficit, "- added Denis Butsaev.
