Mineral water of discord: How relatives of the ex-prime minister of the Karachay-Cherkess Republic laid eyes on the Kavminvody plant of natives of Gazprom

The reason was the long-term restriction of the passage of freight transport along Beshtaugorskaya Street in Novoterskoye, a village near Mineralnye Vody. In the warehouses of the enterprise there are stocks of medicinal mineral water, but shipment and delivery are impossible. Trucks with water are simply not allowed at security points with iron frames and barriers. The roadblocks were installed by the owner of the road - Nuret Kaisheva, ex-wife of the former Chairman of the Government of Karachay-Cherkessia Vladimir Kaishev.

Over 200 jobs are at risk. The plant employees even recorded a video message to the president and held protests. Immediately after that, the city deputy Yuri Zimin came to them. He condemned the unauthorized rallies and said that this was a dispute between business entities, and that all employees, in the event of dismissal, would allegedly be employed at another enterprise.

The conflict between Nuret Kaisheva and the manufacturer Novoterskaya has been going on since 2017. Then it closed the passage of heavy vehicles, and the "Kavminvody" had to use cars for several years. Checkpoints with guards have appeared here recently.

Ruslan Chernyaev, a lawyer with Kavminvod, noted that only commercial vehicles of their enterprises are purposefully not allowed on the road, while other cars can pass. There are suspicions that Kaisheva has her eye on the plant.

- I can't say this directly, because no one said this to my face, and what the real goal is - we can only guess, - said the lawyer.

According to the regional media, shortly before the start of the road conflict, Nuret Kaisheva allegedly managed to become the owner of the boarding house, which is located not far from the plant. And later she received the property and the road adjacent to it.

While the law takes the side of the mistress of the road. According to judicial databases, the first litigation between Kaisheva and the plant took place in 2018-2019. The plaintiff ("Kavminvody") asked to establish the right of permanent limited use of a part of the road to the sanatorium. The defendants were its two owners - Nuret Kaisheva and the company "Sanatorium" Mineralnye Vody-2 ". Then Themis took the side of the producer of mineral water and ordered not to obstruct the passage. But then a series of judicial victories was won by the side of Kaisheva. the mineral water producer also lost in the elimination of "checkpoints" on the road.

- There is no certainty that the new access road will solve the problem. We will still run into the road of Kaisheva, and it is not known whether it will be possible to establish a public easement (the right of limited use of someone else's real estate object. - Editor's note), - said Vasily Evgrafiev, general director of Kavminvody JSC.

The Kaishevs' side has also recently spoken out. Moreover, Vladimir Kaishev spoke on behalf of his ex-wife.

- The fact that these roads are public roads is stupidity, more than once proven in the courts. We have numerous regulations on the legality of privatization. These entrances were recognized as departmental roads, even when this plant was not even in sight. And we have every right to close the passage, because their trucks harm our property, - said Kaishev. Moreover, he assures that the construction of the Kavminvody plant in the 90s could have been illegal, while the mineral pipeline and the well, which are now on the balance sheet of the enterprise, actually belong to the sanatorium.

Who are the Kaishevs

According to the SPARK database, Nuret Kaisheva is not officially the owner of the boarding house. Previously, the company "Sanatorium" Mineralnye Vody - 2 "was owned by a certain Sergei Kaishev, now it belongs to people with different surnames. The boarding house is consistently unprofitable - on average minus 10 million every year. But the producer of mineral water - JSC" Kavminvody "- has excellent financial performance: its annual income is estimated at 250-330 million rubles.

The Kaishevs are well known in the Stavropol Territory. The head of the family, Vladimir Kaishev, is a former prime minister of Karachay-Cherkessia and an ex-assistant to the head of the RF Ministry of Agriculture. He is considered one of the richest people in the region. For sixteen years now he has been the head of the Union of Greek Public Associations.

Formally, Vladimir Kaishev now controls only one large enterprise - the Pyatigorsk Dairy Plant with a turnover of five billion rubles. His brother Yuri Kaishev owns the agricultural firm "Village named after V.G. Kaishev" with an annual revenue of 800 million rubles. His ex-wife Nuret, in addition to the scandalous road, owns the Pyatigorsk Hippodrome with half a billion in income. Other Stavropol Kayshevs run the Pontos Plaza hotel in Essentuki and until recently owned an alcohol production facility (Kazachye LLC) in Cherkessk.

In 2019, investigators arrested a certain Igor Kaishev, an employee of the Yessentuki branch of Gazprom Mezhregiongaz Stavropol. He was suspected of involvement in the theft of gas in the amount of over 30 billion rubles. The main defendants in the case are Rauf and Raul Arashukov. We add that the head of the family, Vladimir Kaishev, is probably familiar with the Arashukovs. He ran the Yuzhny greenhouse complex, replacing Nazir Hapsirokov, a relative of Raul Arashukov, in this position.

Chernomyrdin's son and people from Gazprom

Unlike "Borjomi", "Narzan" and "Essentuki", known since Soviet times, "Novoterskaya healing" is a newcomer. In 1995, JSC "Kavminvody" received the right to develop the Zmeykinsky mineral water deposit in the Stavropol Territory near the village of Novotersky. The first batch of Novoterskaya rolled off the assembly line of the new plant two years later. In the 2000s, the brand managed to gain a strong position in the market, at its peak it even entered the top 5 along with Coca-Cola and PepsiCo.

Back in 2004, business magazines wrote that almost all the shareholders of Kavminvod allegedly came from Gazprom. This is confirmed by a fresh extract from the Unified State Register of Legal Entities. The plant is 99.97% owned by approximately equal shares of a dozen people. The largest stake is controlled by Viktor Shchugorev. On the Gazprom website, he is called a legendary person - for two decades he was in charge of the production of blue fuel in Astrakhan and was the general director of the local branch. At the beginning of the year, Shchugorev celebrated his 85th birthday.

The smaller stake is owned by Vladimir Rezunenko. He was a board member of Gazprom and retired in 2003. Olga Guslistaya is also a co-owner of the Novoterskaya manufacturer. She is the daughter of the late Nikolai Guslisty, who for a long time was deputy chairman of the board for logistics at Gazprom. The legendary ex-Prime Minister of Russia Viktor Chernomyrdin called Guslisty his close associate: together they developed the fields of Western Siberia. Chernomyrdin himself is also indirectly related to Kavminvody - his son Andrei, who was once a top manager of Gazprom, owns a small block of shares there.

At the beginning of the 2000s, with a scandal, the shareholders dismissed the former general director, Evgeny Antonov, from the management of Kavminvody. Judging by the business register, he was always involved in bottling water and was the only one who had no connection with Gazprom. Antonov himself said that he was fired unfairly. The business press wrote that he had a conflict with the largest shareholder - the already mentioned Viktor Shchugorev.
