State support measures to enterprises and organizations that have suffered / suffered damage from a coronavirus pandemic

By order of Andrey Belousov, First Deputy Chairman of the Government of the Russian Federation, the head Ministry is designated to be responsible for developing criteria for providing state support measures to enterprises and organizations that have suffered / suffered damage from the coronavirus pandemic and the negative consequences associated with it.

The above powers are vested in the Ministry of Industry and Trade of the Russian Federation and personally in the Minister - Manturov Denis Valentinovich.

To participate in the state support program, it is necessary to send D.V. Manturov in the name of the Minister of Industry and Trade of the Russian Federation relevant letter with information on the following:

1. Features of the status of the enterprise (city-forming, monopolistic, etc.), a brief history of the establishment of the enterprise, its economic significance, the industry and achievements in it, the number and composition of employees.

2. The size of the financial and other damage from the pandemic and the associated threats, both already caused to the economy of the enterprise and potential, the prospects of potential bankruptcy of the enterprise in the current year.

3. The volume and direction of the necessary direct assistance from the state in the person of executive authorities, other departments, banks, funds, state programs.

4. Desired measures of state support, including, but not limited to tax benefits, preferences, issues of pre-trial settlement of disputes with government agencies, write-offs of debts and interest, deferrals of payments, taxes and excise taxes.

5. Proposals for legislative and enforcement support, including reducing the tax burden, removing administrative barriers, and introducing anti-corruption measures.

6. Other important aspects of optimizing the interaction between business and government, both at the federal and local levels.
