Matvienko called the law on public procurement wrecking

Speaker of the Federation Council Valentina Matvienko called the current version of the law on public procurement "sabotage" and said that the senators had prepared proposals for adjusting it, which would not prevent scientists from changing the terms of the contract without penalties.

During the hearings held in the Federation Council "Scientific human resources of the country" Deputy Director of the Institute of Space Research (IKI RAS) Alexander Lutovinov spoke about the problems that scientists face in the course of research. According to him, 44 federal laws (on state purchases) create big problems. "If it is necessary to slightly change the terms of the contract due to objective circumstances, we find ourselves in a situation where there are penalties," he said. For example, problems arise when a unique installation needs to be launched six months later.

Lutovinov proposed to introduce a norm when, by agreement of the parties, a number of norms can be removed from the contract.

"Such proposals have already been submitted to the government by the Federation Council, and we will track that they are implemented. There is no more harmful law than the 44th law in our country," Matvienko said.

The audience greeted her performance with applause.
