The Association "StekloSouz" of Russia takes an active part in the implementation of the Concept of Extended Responsibility of Producers and Importers of Goods and Packaging (ERP). A lot of joint work is being carried out with the Government of the Russian Federation, the Ministry of Natural Resources and Ecology of the Russian Federation (Ministry of Natural Resources of Russia), the Russian Environmental Operator (PPK REO), OOOP, the Chamber of Commerce and Industry of the Russian Federation, supervisory authorities.
At the moment, the issue of waste disposal rules is one of the most relevant and requiring special attention.
The Nevsky environmental operator tells whether it is possible to throw away the remnants of tiles after repair in a common container and where to put the old sofa.
In the course of their everyday life, a person generates a wide variety of waste: these are food leftovers, various packaging, the number of which is growing every year, clothes and furniture unsuitable for wear. And if the handling of waste accumulated in our wastebaskets is more or less clear, then bulky and construction waste is often disposed of incorrectly.
All waste that is generated in our homes is called "municipal solid waste" (MSW) and is subject to removal by the regional operator. In legal terms, MSW is waste generated in residential premises in the process of consumption by individuals, as well as goods that have lost their consumer properties in the process of their use by individuals in residential premises in order to meet personal and domestic needs. In addition to household waste, there is also specific waste that is not generated every day - these are old furniture, household appliances, wallpaper residues and waste after minor cosmetic repairs, etc. Such wastes are called bulky (LGB) and the term LLW (bulky waste) was used earlier. These wastes are also part of MSW and are subject to removal by the Nevsky Environmental Operator. Payment for removal is included in the tariff: bulky waste is taken into account in the established standard, and an additional fee for the removal of CGS from citizens is not charged. Bulky waste, as well as household waste, can be stored at container sites in special bins.
It is important to note here that large-sized waste (LW) does not include construction waste from major repairs: broken bricks, cement residues, fragments of reinforcement, dismantled windows and doors, ceramics, etc. It is impossible to dispose of them together with MSW! The removal of construction waste is carried out by the owners of the waste independently, by concluding a separate agreement for their disposal with a specialized company. Please note that it is very important to first check the company for a license so that the waste is disposed of legally and not taken to the nearest forest. Thus, it is possible to throw out the old sofa along with the rest of the garbage, but the old doors and windows are no longer there.
Bulky waste, unlike household waste, requires compliance with certain rules for disposal. Due to the volume, as well as the uneven appearance, the removal of such waste is carried out separately from the total mass of MSW. Taking into account the peculiarities of St. Petersburg, the Nevsky Environmental Operator provides consumers with two main ways to dispose of CGO. If the architecture of the existing container site allows you to organize a place for the accumulation of solid waste, then a special container (bunker) is installed, after which a removal schedule is set. In cases where the features of the existing development do not allow the installation of a KGO bunker on a permanent basis, the NEO carries out the removal of KGO at the request of the Management Company, which in this case must organize the loading of waste into a garbage truck. Storing bulky waste outside special places of placement is prohibited.
It is important to note here that the managing organization should organize a place for the accumulation of CGO. According to the legislation, the obligation to create and maintain MSW accumulation sites located on land plots included in common house property lies with the owners of the premises of apartment buildings or persons managing apartment buildings. The management company is interested in providing residents with the opportunity to store waste in a civilized manner, including large-sized ones.
Despite the clearly defined mechanism for handling bulky waste, one of the main problems that the Nevsky Environmental Operator faces is the storage of solid waste outside the places intended for this. Quite often, you can see how residents throw old furniture and appliances into ordinary waste bins or even leave them outside the container sites, just in convenient places in the yard or at the front doors. At the same time, if the yards are narrow and there is no way to install containers on a permanent basis, and the managing organization does not submit an application for removal on time, large-sized waste fills the entire container area, interfering with the work of garbage trucks or simply littering the yard, causing inconvenience to residents.
In the practice of a regional operator, there are even cases when old furniture and boards are thrown right out of the windows. Such situations are repeated regularly, despite all the explanatory work. Of course, in some countries there is a similar tradition, but even there they do it only once a year and more as a symbolic gesture. In ordinary life, such an approach promises only a dirty yard and dissatisfaction with neighbors, and for the management company it turns into additional difficulties in cleaning. Similar situations happen even at those addresses where all conditions for the proper disposal of CGS are created.
The Nevsky environmental operator wants to once again draw the attention of residents to the need to comply with the rules for the disposal of bulky waste. The order in the yard and on the container site depends, among other things, on the personal consciousness of each. Sometimes it is not enough just to equip a site for CGS and arrange a removal schedule, it is important that the residents themselves are interested in maintaining cleanliness and order.
Plan the disposal of bulky waste in advance, coordinate the date of removal with the management company. Disposing of CSF outside special places of placement, you not only litter your yard, but also create difficulties for special equipment, which, due to accumulation, cannot take out even ordinary containers with MSW or risk serious damage if CSF is placed in unintended pukhto. Cleanliness at the container site is a common cause.
