In the first ten days of April 2023, consultations were held with the leadership of the Association "StekloSouz" of Russia at the Ministry of Industry and Trade of the Russian Federation (Minpromtorg of Russia).
Issues hindering the development of the glass industry were discussed, including the implementation of the Strategy for the Development of the Building Materials Industry until 2030. Decree of the Government of the Russian Federation of November 17, 2008 No. 1662-r, of the National Security Strategy of the Russian Federation, approved by Decree of the President of the Russian Federation of December 31, 2015 No. 683 "On the National Security Strategy of the Russian Federation until 2020", decrees of the President of the Russian Federation dated May 7, 2012 No. 596 “On the long-term state economic policy” and No. 600 “On measures to provide citizens of the Russian Federation with affordable and comfortable housing and improve the quality of housing and communal services”, as well as the tasks set in the messages of the President of the Russian Federation to the Federal Assembly of the Russian Federation. The strategy takes into account the decisions taken by the Government of the Russian Federation to ensure sustainable economic development and social stability.
Viktor Osipov, President of the Association "StekloSouz" of Russia, in his speech, reported on the state of the glass industry and outlined the problematic issues that hinder the development of all segments of the production of glass products.
In particular, he drew the attention of the leadership of the Department of Metallurgy and Materials of the Ministry of Industry and Trade of Russia to the work of development institutions, including the Industrial Development Fund. Excessive requirements for bank guarantees hinder investment activity.
In matters of education, there is a further gap between training and production. Training programs for specialists are approved without the participation of manufacturers.
The science. Many research teams are preparing documents for receiving state grants. However, the coefficient of utilization in the production of developments of the obtained scientific results is low, and sometimes does not reach production. Lies on a shelf. At best, it is used as a scientific material for the teaching staff.
Viktor Osipov paid special attention to the position of young professionals who want to work in production. He suggested concluding tripartite agreements: a university, a factory, a young specialist. With the participation of the fourth party - "StekloSouz" as a guarantor.
The contract should spell out the conditions of work, allowing you to see the future for the next 5-6 years, including the solution of housing issues with the participation of factories.
In Russia, it is necessary to create conditions for investors so that the laws guarantee work in the legal space without changes for at least 10-15 years.
The tax authorities should be assistants, consultants, and not a punitive body.
The bourgeoisie must be restored in the conditions of partnership between the state and business, not in words, but in deeds. These people must be confident in the future. They are obliged to provide guarantees of safe living in Russia. This is the most important task of the Government of the Russian Federation.
To ensure import substitution, it was proposed to use the same concepts on the part of civil servants and the real sector of production. Not a change in states of manufacturers of imported machines and equipment, but production by Russian factories.
During the conversation, the issue of export was raised. As you know, according to the European Union (EU), the glass industry of the Russian Federation is in the top five exporters of non-primary resources, taking its rightful place after the metallurgical and chemical industries. Currently, exports have dropped sharply, and joint work with the Russian Ministry of Industry and Trade is needed to restore lost ground.
The raw material base is of great importance for the development of Russian glass production in various segments of glass products, which requires special support from the Government of the Russian Federation.
At the same time, it is necessary to pay special attention to monopolists, including soda ash producers.
On the current state and problems of technical regulation, it was proposed to study in detail the work of TK-144 and TK-041 and draw up an analytical note. Currently, the Department of Technical Regulation and Quality Control of StekloSoyuz Russia is holding consultations with plant managers.
Other issues were also discussed.
