The agency said it would not be able to fulfill the order of Vladimir Putin to approve the document by the end of March 2020, referring to the coronavirus pandemic and the difficult economic situation. The reform of the recycling system of the Ministry of Natural Resources of the Russian Federation was announced last year: by increasing the standards, the department hoped to increase the collection of eco-collection from 2.2 billion (2018) to 136 billion rubles. annually. But then the department’s proposals were sharply criticized not only by market participants, but also by the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Economy and the Federal Antimonopoly Service.

The Ministry of Natural Resources should develop and approve a new version of the concept that would suit everyone. The representative of the Deputy Prime Minister confirmed this information. Then the department will have to approve the federal scheme for waste management. It is noteworthy that with this document the Ministry of Natural Resources did not meet the deadlines stated earlier. So, the state-owned company Russian Environmental Operator should have developed it by March 31, but the document is not yet ready.
