SF Committee proposes to deprive factories of property for selling bottles for alcohol to illegal immigrants

The Federation Council Committee on Budget and Financial Markets is planning to develop a bill allowing manufacturers of glass containers for strong alcohol to sell bottle consignments only upon presentation of a license by the customer for the right to produce alcoholic beverages, while factories will face confiscation of property for the repeated sale of glass containers to illegal immigrants. This was reported to TASS by the first deputy chairman of the committee Sergey Ryabukhin.

"The main thing that we introduce in the bill: the customer of the glass factory must provide a license for the right to produce alcoholic beverages. If there is no license, then you do not have the right to order glass containers for spilling strong alcohol," Ryabukhin said.

He added that the bill will also oblige the manufacturer to label glass containers for alcoholic products with an ethyl alcohol content of over 28% with a special identifier. According to the senator, this initiative is intended to legalize the cycle from bottle production to the consumption of alcohol by the buyer. As Ryabukhin explained, in the Russian Federation there is a card index of all the factories that produce glass containers. The composition of glass for bottles for strong alcohol at each plant has its own specifics, so the Ministry of Internal Affairs during the day can determine where it comes from counterfeit glass containers, the senator said. If there is a manufacturer’s mark, according to a member of the Federation Council, the procedures within the framework of investigative measures are simplified.

"If we saw that counterfeit alcohol is being poured, and there is no sign on the bottle (we still recognize the factory through the file cabinet), then in the first case he [the factory] will pay a heavy fine, in the second case - confiscation of property, including If the bottle is familiar, but the quality of the alcoholic product does not meet the requirements, then the proceedings also begin there: either the theft took place, or [the product was] transferred to third parties, "Ryabukhin emphasized.

According to him, senators will begin to develop a bill after receiving the official position of the Ministry of Industry and Trade regarding the initiative. The size of the fine that will be proposed to be provided for in the Code of Administrative Offenses for the sale of glass containers to illegal customers for the first time has not yet been determined, lawyers are now working on this issue. The bill will not include imprisonment for violators.

As the senator explained, now anyone who has the right to order large batches of glass containers can resell bottles in third hands. The lack of requirements for the manufacturers of glass containers for strong alcohol, as well as liability for illegal deliveries of products "legitimizes illegal actions for the production and bottling of clandestine alcohol." According to Ryabukhin, for several years, six out of 46 factories operating in the Russian Federation for the production of glass containers for strong alcohol "deliver bottles of 550-560 million units a year to crime".
