“Waste reform” in Russia is openly stalled, Matvienko noted.

It is necessary to analyze the progress of “garbage reform” and introduce changes to the current legislation to restore order in this area. This was stated by the Chairman of the Federation Council of the Russian Federation, Valentina Matvienko, at a meeting of members of the Chamber Council with Prime Minister Mikhail Mishustin.

“Another pressing problem... is the management of municipal solid waste. The so-called “garbage reform” has been implemented for five years and is openly “stalling”, it certainly hasn’t gotten better, it’s basically gotten worse,” Matvienko noted.

According to her, the practice of regional operators has not justified itself. In a number of regions there is “just a garbage collapse,” the head of the Federation Council added.

The speaker emphasized that the working group has prepared proposals that will be sent to the Cabinet. She asked Mishustin to instruct Deputy Prime Minister Dmitry Patrushev to seriously analyze what has happened over the past five years.
