FAS has prepared a unified tariff legislation

The Federal Antimonopoly Service (FAS) has developed the first concept of long-term tariff regulation in Russia. This was reported by the Izvestia newspaper with reference to the document.

What the concept suggests:

• a ban on adjusting tariffs and regulation parameters of organizations for at least three years,
• preservation by resource supplying companies (RSO) of all additional profit (savings) for investment activities,
• building a system of measures of state support for regulated sectors of the economy (including with the help of national projects),
• lowering the barriers to entry for new entrants to these markets,
• setting economically justified tariffs,
• creation of a unified tariff platform.

At present, the growth of tariffs in Russia is regulated by the state within the limits of inflation (no more than 4%). At the same time, an imbalance arises in different areas, including due to the existing exceptions for organizations and industries. The concept is supposed to correct the imbalance.
