Roadmap for interaction between the Russian Union of Industrialists and Entrepreneurs and the Ministry of Construction in the field of technical regulation and improvement of the regulatory framework in construction

The StekloSouz Association of Russia brings to your attention the information that on March 9, 2021, the Minister of Construction and Housing and Utilities of Russia I.E. Fayzullin and the President of the Russian Union of Industrialists and Entrepreneurs A.N. Shokhin signed a Roadmap for interaction between the Russian Union of Industrialists and Entrepreneurs and the Ministry of Construction in the field of technical regulation and improving the regulatory framework in construction.

The topic of updating legislation in the field of industrial construction is undoubtedly relevant and timely for the RUIE.

The issues of improving and simplifying the system of technical regulation in construction were considered with the participation of the Minister of Construction and Housing and Utilities of Russia I.E. Faizullin at the Congress of the Russian Union of Industrialists and Entrepreneurs on October 21 and at the meeting of the Bureau of the Board of the Russian Union of Industrialists and Entrepreneurs on December 12, 2020.

Based on these decisions, the Roadmap of the Russian Union of Industrialists and Entrepreneurs and the Ministry of Construction of Russia in the field of technical regulation and improvement of the regulatory framework in construction was prepared. Experts of the RSPP Committee on Industrial Policy and Technical Regulation took the most direct part in the development of this document.

The roadmap provides for the organization of a gradual transition of technical regulation to the use of a parametric method based on a risk-based approach.

It is proposed to reduce the number of mandatory requirements in the design of objects, to expand the powers of chief project engineers and chief architects in the choice of design solutions while increasing their responsibility.

The roadmap also provides for the development of the EAEU Technical Regulations "On the Safety of Building Materials and Products".

The signing of the Roadmap opens up new opportunities for improving the system of technical regulation and standardization in the construction industry, taking into account the interests of various industries.

Further areas of joint work of the Russian Union of Industrialists and Entrepreneurs with the Ministry of Construction of Russia will be the issues of simplifying procedures and shortening the examination time of projects and transferring these procedures to digital format.
