Belarus has reintroduced licensing for the export of glass cans

Among the grounds for refusal to approve exports, the resolution, in particular, indicates the need to meet the needs of the domestic market.

The Government of Belarus has reintroduced licensing for the export of certain types of glass and glass products to countries outside the EAEU. The corresponding resolution of the Council of Ministers of the Republic was published on the National Legal Internet Portal.

“To establish that under one-time licenses issued by the Ministry of Antimonopoly Regulation and Trade in agreement with the Ministry of Architecture and Construction <...>, certain types of glass and products are exported outside the Republic of Belarus to states that are not member states of the Eurasian Economic Union from it (codes 7005, 7010 90 of the unified Commodity Nomenclature for Foreign Economic Activity of the Eurasian Economic Union) regardless of origin when they are placed under the customs export procedure,” the document says.

Code 7005 of the EAEU Foreign Economic Activity Commodity Nomenclature denotes thermally polished glass and glass with a ground or polished surface in sheets, code 7010 90 - various glass products, including cans, containers for drinks and food products of various capacities.

Among the grounds for refusal to approve export, the resolution states, among other things, “the need to satisfy (ensure) the needs of the domestic market for goods declared for export.”

The licensing regime will be valid for six months. Previously, the Belarusian authorities introduced licensing for the export of several types of glass and glass products at the end of May 2023, also for a period of six months.
