Association «StekloSouz» of Russia. Meeting of the heads of glass container factories in Russia

On April 28, 2021, in the conference hall of the Association "StekloSouz" of Russia, a Meeting of the heads of glass container factories of Russia was held.

Representatives of 24 domestic factories discussed issues, without the solution of which it is difficult to plan the development of Russian glass container production.

The reason for the unscheduled meeting was the draft regulations on changes in the legislation of the Russian Federation. The adoption of projects for the Federal Law will entail negative consequences affecting the stability in the production and sale of glass containers.

The meeting was opened by Viktor Ivanovich Osipov, President of the "StekloSouz" Association of Russia. In his report, he spoke about the current situation in the consumer market in Russia, the CIS, and non-CIS countries.

As is known from the data of the European Union (EU), the glass industry of the Russian Federation is in the top five exporters of non-raw materials after the metallurgical and chemical industries. However, the EU is currently considering the introduction of a carbon tax, which will certainly have a negative impact on the development of glass exports.

Specialists of "StekloSouz" and other federal associations of exporters, on behalf of the Government of the Russian Federation, together with the Ministry of Economic Development, prepared and sent for approval an expert opinion on this project.

In the report of Viktor Ivanovich, it was reported about the implementation of proposals planned for 2021 to amend the current legislation and to draft Federal Laws and other by-laws.

In particular, a Conclusion to the draft Federal Law "On marking goods with control (identification) marks in the Russian Federation" was prepared for the prohibition of bottling alcoholic beverages in PET containers not 28 degrees of strength, but no more than 6 degrees of strength.

V.I. Osipov spoke about the need to develop a systematic approach for joint work with the Ministry of Internal Affairs and supervisory authorities for the implementation of the current legislation in the field of control over the movement of PET containers in the markets of the medical and food industries.

Particular attention was paid to the proposed changes in legislation on extended producer responsibility. Other issues were also highlighted.

Lukyantsev Sergey Vyacheslavovich, Deputy General Director of Sibsteklo JSC made a report on the achievement of an agreed position on the preparation of proposals for amendments to 89-FZ "On Production and Consumption Waste", adjusting the Concept for improving the institution of extended responsibility of manufacturers and importers of goods and packaging (EPR ) and the ROP Roadmap.

It was suggested to specify the terms “waste treatment” and “waste disposal”.

It is necessary that “disposal”, as a process, ends with the obligatory repeated (secondary) use of waste that has undergone preliminary “processing” in the technological cycle of the production of goods (for example, new packaging, fiberglass, and so on).

When determining the criterion "utilizer", it is obligatory that the plant has a glass-making furnace.

Only glass factories should be included in the register of "utilizers".

Pavel Aleksandrovich Gorshkov, Director of the Glass Container Department of "StekloSoyuz", in his report suggested, by analogy with other countries, to create on a voluntary basis the Federal Register of designations for patented glass containers.

Dmitry Sergeevich Tuknov, Chairman of the Management Board of OJSC "Industry Operator for Waste Management", an expert on EPR issues, took part in the meeting and made a presentation. He spoke in detail about the implementation of the responsibility of manufacturers and importers.

The meeting participants made decisions, including the creation of a permanent Working Group (hereinafter referred to as WG) under the "StekloSoyuz" of Russia for the development of legislative activity and interaction with federal legislative and executive authorities.

Lists of representatives of plant managers in the RG will be sent to StekloSouz by May 15, 2021.
