On October 18, 2023, the Association "StekloSouz" of Russia (hereinafter referred to as SSR) held a meeting on the topic: “Development of the extraction of secondary resources and increasing the consumption of cullet.”

The meeting was held as a continuation of the decisions of the All-Russian Environmental Forum of October 12 of this year.

Issues of increasing the production of secondary raw materials as part of the implementation of the new Federal Law were discussed.

As previously reported, in October 2023. The All-Russian Environmental Forum was held, dedicated to the implementation of the new federal law (FL), according to which companies planning to recycle packaging themselves will have to pay an environmental fee.

The forum was chaired by Victoria Abramchenko, Deputy Chairman of the Government of the Russian Federation.

This Federal Law raises many questions among industry communities. There is no common understanding on the implementation of the new extended producer responsibility (EPR) mechanism.

Aleksey Savin, Chairman of the SSR Ecology Committee, made proposals for the implementation of EPR in the glass industry. He brought to the attention of managers financial calculations for the successful development of cullet production. Aleksey Savin a system of financial incentives for ROP participants was presented at all stages from extraction to remelting of secondary raw materials.

According to Aleksey Savin, the proposed formula will increase the percentage in the cullet/blend ratio from 20% to 50%.

At the same time, he asked the leadership of the USSR to support the initiative to abolish VAT, because VAT was included and paid in each container. This results in double taxation on the same product (glass containers).

Expert Dmitry Tuknov said in his report that all things are made of materials and structures.

Unfortunately, various industries defend their sector. It is necessary to find common principles in relation to EPR.

Glass factories do the finishing work before remelting and are therefore final recyclers.

Dmitry Tuknov proposed in the working group (WG) of the Ministry of Natural Resources and Ecology of the Russian Federation, the members of which are the heads of the departments of StekloSoyuz of Russia, to put this issue in the Work Plan.

Glass factories must provide supporting documents to producers of secondary raw materials for systematic accounting of resource consumption in melting. It will be clear how much cullet was purchased and how much product was produced. Factories draw up a settlement report, according to which the collector will receive compensation.

Owners of glass furnaces are consumers.

Thus, the cullet will be verified, the Act confirms that the raw materials have been loaded for re-melting. Of course, it is necessary to take into account technological losses during remelting, which go out of circulation.

However, the question remains: who bears the technological losses? The glass factories bought the cullet from the miner. Raw materials are usually of low quality and require additional processing in factories. It is necessary to finance this work. The document must take into account all costs and standards for environmental fees.

Viktor Osipov, President of the Association "StekloSouz" of Russia, proposed, together with miners, to continue working on the implementation of the Federal Law. He spoke about the need for calculation methods for the production and consumption accounting system. Without common terms, definitions, and methods, it will be difficult to implement ROP.

Decisions were made, including:

• prepare proposals to the Ministry of Natural Resources and Environment of the Russian Federation;
• contact specialized environmental institutes, industry unions and expert organizations with a proposal to work together to implement the EPR.

Proposals for the formation of a single document will be discussed at the 24th annual international Forum “Glass and Modern Technologies-XXI”, which will be held on November 30, 2023 at the Russian Chemical Technology University.
