Association StekloSouz of Russia. Meeting on Extended Producer Responsibility (EPR)

In May 2026, the Association "StekloSouz" of Russia (SSR) held a scheduled meeting dedicated to issues of extended producer responsibility (EPR).

The meeting was attended by the heads of relevant committees and departments of the SSR. The meeting was chaired by Viktor Ivanovich Osipov, President of the Association "StekloSouz" of Russia.

In his opening remarks, Viktor Ivanovich emphasized that creating a transparent and fair methodology for calculating the environmental fee rate is the primary objective for the effective operation of the EPR system in the glass industry. According to Viktor Ivanovich, the lack of a unified approach created uncertainty for companies and did not always reflect the actual costs of recycling, necessitating the development of an industry prototype.

The Association StekloSouz, together with the Federal State Autonomous Institution Research Institute "Center for Environmental Industrial Policy," developed the corresponding methodology. It is based on parameters that take into account the specifics of glass production: the mass of manufactured products, the recycling rate, and a differentiated approach for different types of glass. This mechanism is intended to make the fee rate more objective, motivating businesses to produce easily recyclable products and invest in waste management and recycling infrastructure.

Implementation of the proposed methodology promises significant economic and environmental benefits for the glass industry. For businesses, this means reducing administrative barriers and creating incentives for the production of environmentally friendly and easily recyclable products. For the environment, this means increasing the volume of glass waste recycling, reducing landfill disposal, and conserving natural resources through the reuse of recycled materials.

⦿ The developed methodology has now been submitted to the Government of the Russian Federation.

Following the meeting, decisions were made.

The next meeting is scheduled for the second ten days of July 2026.
