On May 22, 2024, the Association "StekloSouz" of Russia (hereinafter referred to as SSR) held a working meeting with waste processing industry enterprises.
The meeting discussed issues of developing the processing of secondary resources for the glass industry.
Viktor Osipov, President of the Association "StekloSouz" of Russia, took part in the work of the advisory council. Opening the joint meeting, he expressed confidence that through joint efforts it is possible to restore the separate collection of secondary raw materials. The government understands that it is impossible to solve this problem without the participation of state representative and executive bodies.
Viktor Osipov recalled that there was a Decree of the Government of the Russian Federation banning the removal and disposal of glass, metal, paper, plastic and other secondary raw materials to landfills. However, state supervisory authorities were unable to enforce this document. This problem still needs to be solved through joint efforts within the framework of partnership between government agencies and the business community. At the same time, it is necessary to take the best practices from the organization of collection of secondary raw materials, which was used in the USSR. Including organizing glass collection points, etc.
Viktor Osipov drew special attention to the solutions proposed by the Government of the Russian Federation on extended producer responsibility (EPR). He pointed out that calculations in tariffs and rates for EPR were taken without taking into account the conclusions of independent scientific institutions and experts, which led to requirements that are far from the objective possibilities for the chemical and physical requirements for re-melting secondary raw materials. When applying the proposed composition ratios of cullet - batch up to 80-100% will lead to unpredictable consequences. Finished products, for example, glass containers, will lose their high-quality characteristics. Research into the safety of such products for the food industry is needed.
In the absence of separate collection of secondary raw materials, proper state control over the implementation of its own legal documents, for example, a ban on transporting glass and other secondary raw materials to landfills, it is impossible to solve the problem of returning glass for re-melting.
Viktor Osipov wished to carry out extensive explanatory work with relevant ministries and the Government of the Russian Federation.
Igor Teryushkov, President of the Interregional Industrial Corporation, supported the proposals of the SSR leadership, including the proposal to unite the efforts of all federal industry associations to provide the Government of the Russian Federation with the necessary support in scientifically based solutions to the assigned tasks.
Alexey Savin, Chairman of the SSR Ecology Committee, familiarized the participants of the joint meeting with the decision of the heads of glass factories dated May 15, 2024 and expressed hope for successful cooperation.
